3 Enhanced 9-1-1 Enhanced service is for reporting police, fire, medical and other emergencies; it allows the public safety agency to immediately pinpoint the location and telephone number of each caller. If the caller is provided service by a private branch exchange (PBX) or Centrex, the main number and address of the PBX is provided to the public safety agency. Explain E – PSAP Vs. Enhanced 9-1-1/PS-ALI service: With Basic not ANI no ALI. With E opportunity to get telephone number and address location of caller. Residential, Wireless, VoIP, PBX, POTS provide different views to the Call Taker.

4 PS/ALI Private Switch Automatic Location Identification (PS/ALI) is an enhancement to emergency response systems that allows PBX and Centrex users to enjoy the benefits of full-featured enhanced 9-1-1, including specific address and location information for each station. Without PS/ALI only a single address or the primary number of the PBX will display. This is usually the location information for the PBX and not that of the individual station users. The lack of "real" address and location information can result in errors and delays in dispatching of emergency response personnel, especially in cases of off campus extensions. Seconds Count!

5 Description of PS/ALI Service
Allows a PBX switch located on a campus or multi-building subscriber’s premises to be trunked directly in an E9-1-1 selective routing office. Automatic Number Identification (ANI) is passed to the selective routing office by the PBX, where it is read, processed and utilized exactly as if it were provided by any other serving-end office in the E9-1-1 system. With PS/ALI the PBX owner/operator must supply the initial telephone number-to-address data (ALI files) as well as periodic updates. Station information is loaded into the E9-1-1 automatic location/data management system (ALI/DMS) for retrieval by the PSAP when an emergency caller dials from a PBX station. Public Service Answering Point (PSAP) PS/ALI Service provides the PBX customer with private E911 trunks from their PBX to the E911 System. To utilize this service, the PBX must be capable of sending the calling station's telephone number to the QWEST E911 network in a specified Multi-frequency (MF) Address Signaling protocol. This information is known as Automatic Number Identification (ANI), and when received, is routed by the QWEST E911 system to the appropriate PSAP. There, data specific to the calling station is accessed from Automatic Location Identification (ALI) databases maintained by QWEST. This critical data associated with the calling location, including the telephone number, name, address, and the nearest responding emergency agencies, greatly enhances the speed and efficiency of the PSAP dispatch operation.

Some PS/ALI service providers are: Qwest – Verizon – CenturyLink Intrado Vixxi TCS (TeleCommunications Systems) Data Source 911 ETC’s Crisis Connect™ ( 9-1-1 Enable ( Cisco Emergency Response Service – Software application Tadiran Contact your local telephone service provider to see what they do for PS/ALI. Qwest uses Intrado as it’s database manager but provides the information to Intrado; Verizon is its own ALI manager; Embarq uses DataSource; Embarq is now CenturyLink and what database will be used in the future is pending. Intrado, Vixxi, TCS & Enable are VoIP PS/ALI; Etc, Intrado & Data Source are database managers; Cisco and Tadiran are alternative forms of PS/ALI information. Google 9-1-1/PS/ALI and will get many service providers and details.

13 PS/ALI Legislation Twenty States currently have E legislation either enacted or pending The state are: Alaska, Arkansas, California, Colorado, Connecticut, Florida, Illinois (Chicago specifically), Kentucky, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Nebraska, Ohio, Pennsylvania, Texas, Vermont, Virginia, and Washington. 14 What about Oregon Oregon Emergency Management and the PSAPs are in the process of developing a “rule”/”law” to present to the Legislature in early 2010 The law will require a PS/ALI type of data reporting to 9-1-1 They are still working through the specifics. 15 Additional Information-Considerations/Limitations
Customer must have Direct Inward Dial (DID®) or Centrex station numbers. The customer’s switch must be capable of providing a full seven or ten digit numbering system and an ANI for every unique station line within the switch. Does not work for phone systems that have multiple terminations of the same telephone number (i.e., key systems). PS/ALI does not work for Wireless service. VoIP services may also have PS/ALI – check with your vendor. DSS service cannot be used for PS/ALI trunks Advanced Digital Switched Service (DSS) is trunk side and only sends a billing number; no other data provided from the switch. Line side can have PS/ALI.
