6 Submission of Proposals
Proposals are due by electronic submission on October 31, 2019 at 4:00 pm The link for bid submission have been posted with the bid details at beginning October 3, 2019 Proposals are limited to 35 pages total. Prices and other requested data must be on the Schedules Provided Proposals must be responsive and satisfy all mandatory requirements Any deviation from requirements must be noted in Exhibit 1 as Restricted Services

9 Vendor Presentations Selected VENDORS may be invited to make a presentation at a set time and date Presentations are to clarify information provided in the proposals Will include a Question and Answer period at the end of the Presentation Invitations are at the sole discretion of the University

10 Scope of Work 17. CM Professional Services and Deliverables
The CM shall provide various preconstruction services, leading to the development of an acceptable Guaranteed Maximum Price (GMP) and shall furnish all labor, materials, equipment, project management and construction superintendent services to construct the Work in accordance with the limits of the Construction Cost Limitation (CCL) defined in Section 19 of this RFP, approved Contract, Contract Documents, Construction Documents and executed Change Orders. At approximately 100 percent (100%) completion of the Design Development Documents, the CM shall submit the FINAL GMP within thirty (30) calendar days of receipt of said documents. It is expected that the Responder willprovide a level of effort and expertise during the remaining design phase to ensure the team successfully completes adesign that achieves the published CCL at the time of Final GMP.

The University intends that the relationship between the CM, Design Professional and University function in the spirit of mutual cooperation and respect in order to promote efficiency and cooperation between all parties. Pre-Construction Services, Construction Services and Close-Out requirements as defined within the following documents: • Appendix 3 - WSU - Contract for Construction Management Services • Appendix 4 - WSU – General Conditions of Construction • Appendix 5 - WSU – Supplementary General Conditions of Construction

Responders are required to present a detailed timeline for the proposed Scott Hall Vivarium Project. Prepare the schedule in sufficient detail to define the following: Major project milestones Critical Path Activities Estimated Duration of All Construction Activities

19. Construction Cost Limitation (CCL) Wayne State University will establish the project “Construction Cost Limitation”… The CCL for the Wayne State University Scott Hall Vivarium Project is $3 Million. 20. Payments and Prices A. WSU’s preferred method of payment will be established after contract award. B. The proposed contract term for “Appendix 3 – WSU – Contract for Construction Management Services” shall be in effect from date of award for Construction Management Services and/or issue date of the contractthrough the completion of the Construction Management Services.

14 Proposals Must Include
Organizational data that demonstrates the size, scope and capability of the Company A complete description of the products and services offered Vendor’s qualifications to meet the RFP specifications

15 Information Submitted Upon Request
Publicly distributed annual reports and/or independently audited financial statements A minimum of three (3) qualified references Lost Accounts with annual billings of $25,000 per year

16 Contracting Process Any contract will be made using the University’s Standard Service Provider Agreement Agreement will incorporate this RFP and its terms and conditions by reference Any Vendor terms to incorporate into the Agreement must be included in Exhibit 1 Final contract will require approval by the University’s General Counsel

17 Other Information All Proposals are subject to the State of Michigan Freedom of Information Act If awarded a contract, VENDOR must provide a Certificate of Insurance as outlined in Schedule B Vendors should include any Supplier Diversity information (self or sub-contractors) Construction or construction like work must be performed at Prevailing Wage Rates Wayne State has a smoke- and tobacco-free policy for indoor and outdoor spaces
