6 Submission of Proposals
Proposals are due January 24, 2017 at 2:00 pm Delivered to Procurement & Strategic Sourcing, 5700 Cass Avenue, 4th Floor – Suite 4200, Detroit, MI 48202 We require an original plus one copy (2 total) of your proposal. An electronic version is required, which should be submitted to Proposals are limited to 30 pages total. Prices and other requested data must be on the Schedules Provided Proposals must be responsive and satisfy all mandatory requirements Any deviation from requirements must be noted in Exhibit 1 as Restricted Services

10 Mission Statement of the Athletics Department
Wayne State University believes that intercollegiate athletics are an important and wholesome adjunct to the principal purposes of the University: (1) the advancement of knowledge through research and investigation; and (2) the dissemination of knowledge through teaching. To that end, participants in intercollegiate athletics must be, first and foremost, students whose fundamental aim is to obtain a sound education.

11 Proposed Project Description
The purpose of the new addition is to provide a comprehensive weight room for the student-athletes. The existing weight room, located in the basement of the building, will be vacated and is not included in the scope of this project. The proposed weight room will be used by female and male students who participate in 18 intercollegiate varsity sports, visit for complete detail of the 18 sport programs

The building addition shall conform to the Wayne State University Construction Design Standards, which can be found at And the C&IT Standards for Communications Infrastructure which can be found at:

The new construction will provide approximately 10,000gsf of weight room, offices, and support space. Architecture should complement the existing adjacent Matthaei building. Proposed materials should be durable and appropriate for the facility, location, and campus appearance

15 THE PROJECT SCOPE: Additional
Warranty: Two year comprehensive warranty, labor and materials. LEED/ Sustainability Manage waste “Sustainable practices”

16 PROPOSAL GUARANTEE (Bid Bond)
A certified check or bank draft payable to the Owner, or satisfactory Bid Bond executed by the Bidder and Surety Company, in an amount equal to not less than five percent (5%) of the maximum proposal amount shall be submitted with each Proposal

17 CONTRACT SECURITY (Performance Bond)
The successful Bidder will be required to furnish a Performance Bond and Labor and Material Payment bond in an amount equal to 100% of the contract award amount, and include such cost in the Proposal, complying with the laws of the State of Michigan

18 LIQUIDATED DAMAGES The contractor shall pay as liquidated damages to the Owner the sum of $250.00, Two Hundred & Fifty Dollars per day for each day's delay in substantially completing said project beyond the time specified in the Contract and any extensions of time allowed thereunder

22 Information Submitted on Request
Publicly distributed annual reports and/or independently audited financial statements A minimum of three (3) qualified references Lost Accounts with annual billings of $25,000 per year

23 Contracting Process Any contract will be made using the University’s Standard Service Provider Agreement Agreement will incorporate this RFP and its terms and conditions by reference Any Vendor terms to incorporate into the Agreement must be included in Exhibit 1 Final contract will require approval by the University’s General Counsel

24 Other Information All Proposals are subject to the State of Michigan Freedom of Information Act If awarded a contract, VENDOR must provide a Certificate of Insurance as outlined in Schedule B Vendors should include any Supplier Diversity information (self or sub-contractors) Construction or construction like work must be performed at Prevailing Wage Rates Wayne State has a smoke- and tobacco-free policy for indoor and outdoor spaces
