2 CITEL IN BRIEF Inter-governmental agency dealing with a variety of key public policy issues such as radio spectrum allocation, Internet-related public policy issues, cybersecurity and telecommunication/information and communication technologies (ICT) development, working in partnership with the private sector. CITEL provides the regional forum in the Americas for generating common perspectives and views among Member States in preparation for International Telecommunication Union (ITU) global conferences of a treaty-binding nature. These common perspectives take the form of Inter-American Proposals and/or common views, which are critical for ensuring that the coordinated/harmonized views of the Region are represented in the negotiations which are undertaken with other regional organizations. Efforts in CITEL are also directed toward scientific and technological development, building national capacities, and strengthening the role of States in the promotion and regulation of the sector, the ultimate aim being to promote the socioeconomic development of the region. The Inter-American Telecommunication Commission (CITEL) is an entity of the Organization of American States established by the General Assembly in its resolution AG/RES (XXIII-O/93), in keeping with Article 52 of the Charter of the Organization. CITEL has technical autonomy in the performance of its functions, within the limits of the Charter of the Organization, the Statute of CITEL, and such mandates as the General Assembly of the Organization may assign to it. “TREATY-BINDING CONFERENCES” – CONFERENCIAS DE NATUREZA JURIDICAMENTE VINCULANTE. 5 CITEL FUNDING SOURCES Statute – Article 28
OAS Regular Fund, and Specific Funds Additional funds for the activities of the Permanent Consultative Committees funded by annual quotas paid by CITEL’s associate members (Statutory Specific Funds) – annual quota: $ 3,000.00 Additional funds for development activities that are part of CITEL’s working program, which shall be funded by specific donations and contributions (i.e. funding of seminars, workshops and tutorials). Additional support fund for general operations that shall be funded by means of voluntary contributions made by CITEL Member States.
