2 EFFECTIVE WORKPLACE INSPECTION METHOD – the importance
Hazard identification for corrective action/regulation : acts or unsafe conditions The invention can avoid injury and illness Important element in the OSH management system : periodic checks to ensure the workplace is free of hazard and risk OSHA compliance provisions whereby employers must maintain a safe working environment and there are no health risks : Regulation 12, PKKP (OSH) 1996

3 OBJECTIVES OSH committee aims to conduct an investigations to
Identification of existing or potential hazard Determine the cause behind an incident or accident Surveys, feedback, comments, suggestions form employees Monitor the implementation of preventive measures or hazard control Support and recommend corrective/preventive actions

4 EFFECTIVE CHECK-UP Skills & knowledge from OSH committee : focus & ‘eagle eyes’ in finding cause of hazard Complete equipment measuring parameter/certain situations OSH Committee method of reasoning- comparison across deviation ( current vs estimation), Corrective/preventive actions to achieve/ conditions to be required

5 INSPECTOR Effective inspection can be carried out if the inspector
know the history of accidents/health problems the past as a reference Best person is front liners – skilled at work Extensive knowledge in HIRARC, regulations and procedures OSH Able, capable and skilled to assess the situation and have appropriate corrective measures Well-trained in workplace inspection methods

7 ON-GOING INSPECTION often carried out by employees or supervisors on duty Before or after performing a task Check the basic parameter in general and access deviations Daily routine checks by the user can detect abnormalities at early stages Identify and correct the hazard immediately or reported for corrective action Often there is no need to involve a checklist but it is recorded in a log book for the purpose of monitoring/references

8 PLANNED INSPECTION : Periodic Inspection
Regular interval & always being planned first Scheduled inspection performed on the equipment or system which have critical value and have the risk to causing harm Included in the maintenance schedule or hazard control program The higher the degree of severity, frequency of inspection will also increased

9 PLANNED INSPECTION : Intermittent Inspection
Also known as pre-operation inspection Inspection normally after modification on systems, equipment or process itself Often conduct after closing the workplace

10 PLANNED INSPECTION: General Inspection
Normally workplace which rarely accidents happen Carried out regularly but not as a priority. Eg: Parking space and Fence/Gate

Deviation compared with standard practice Act/ Unsafe methods Judging based on facts and not biased Do not finding fault for disciplinary actions Do not used pointing statement. Eg: Used statement as “ A worker is found to smoke while filling diesel” instead of using “ Ahmad is found smoking while filling diesel”

15 EFFECTIVE INSPECTION AVAILABLE WHEN
The primacy of the most dangerous hazard to be addressed Stop operation or process if addressed hazard are failed to control until it is repair Seek expert/competent person to operate machinery, equipment or installation process Detailed record “on-the-spot” each hazard; type, location, causes and etc; take picture if needed Used measuring tools to detect chemical hazard associated, noise, radiation or biological agents Performed an interview not interrogation Record matters which had not inspected/investigated due to interrupted inspection

16 MONITORING & FOLLOW-UP
OSH COMMITTEE ARE RESPONSIBLE FOR MONITORING/REVIEWING THE IMPLEMENTATION OF THE ACTION PLAN Follow-up inspection routinely or periodically Assessment and monitoring of hazard controls during inspections, routine maintenance and other activities Inspection and monitoring according to appropriate checklist Control and monitoring activities are documented Revaluation of new methods if needed Find deviation from original plans From checklist tool before inspection start

17 SAFETY & HEALTH AUDIT The audit is a system in which the overall inspection product audit on the current status of the system reported for an improvement purposes A pro - active action system to give an indication on current status either at a satisfactory level or not

Determine compliance with regulations, legislation and SOP Activities implementation and product MUST be in line with planning Evaluate the effectiveness of the design/ work/ procedures Opportunities for improvement Certification
