1 Bed Mattresses JRC- IPTS 21-22 November 2012

2 Timeline Preliminary report (background info) – Draft v.1 Feb 2012
1ST AHWG Meeting for EU Ecolabel criteria revision Feb 2012 Preliminary report (background info) – Draft v.2 Aug 2012 Technical report (criteria proposal) – Draft v.1 Aug 2012 2nd AHWG Meeting for EU Ecolabel criteria revision Sep 2012 EUEB meeting Nov 2012 Final criteria proposal + Revised documents after the EUEB meeting

3 Definition of the product scope and criteria areas (Commission Decision 2009/598/EC)
Latex foam PUR foam Wire and springs Coconut fibers Wood Textiles Glues VOCs FRs Biocides Durability Packaging Info on the label 1. The product group ‘bed mattresses’ shall comprise: a) Bed mattresses, which are defined as products that provide a surface to sleep or rest upon for indoor use. The products consist of a cloth cover that is filled with materials, and that can be placed on an existing supporting bed structure; b) The materials filling the bed mattresses, which may include: latex foam, polyurethane foam and springs; c) Wooden bed bases that support the bed mattresses. 2. The product group shall include spring mattresses, which are defined as an upholstered bed base consisting of springs, topped with fillings, as well as mattresses fitted with removable and/or washable covers. 3. The product group shall not comprise inflatable mattresses and water mattresses, as well as mattresses classified under Council Directive 93/42/EEC (medical devices).

4 Revision proposals

5 Outcome after the 2nd AHWG meeting
No. Proposal Outcome after the 2nd AHWG meeting Open issues for EUEB 1 New definition of the product scope (Moving bed bases to the furniture product group) Split views Moving bed bases to the furniture product group? 2 Sustainable sourcing of: Wood (same of EU Ecolabel for Copying and Graphic Paper) Latex Vegetable oils Proposal for wood accepted, if wooden bed bases are kept within the scope of the product group. For latex and vegetable oils, issue postponed to the next revision 3 Emission limits for latex production (based on a criterion on latex rubber from the Blue Angel for footwear) Appropriate parameters for latex foam under discussion with Latex industry (COD; Nitrogen; Zinc) Considered an unnecessary burden now (postpone it) if not postponed, which parameters and values? 4 Production of ingredients of PUR foam: Restriction on TDI Consumption and emission limits based on BREF on large volume organic chemicals (2003) To take out both the proposals GREEN = acceptable proposal YELLOW = modification to the proposal / discussion needed RED = proposal withdrawn

6 Outcome after the 2nd AHWG meeting
No. Proposal Outcome after the 2nd AHWG meeting Open issues for EUEB 5 Production of metal springs: Use of stainless steel Alignment with BATs To take out both the proposals Aligning with Nordic Swan for furniture? To align with criteria on (recycled) steel as in Nordic Swan for furniture (opposition of Euro-FER) 6 Production of textiles (alignment with Nordic Swan for furniture and with EU Ecolabel for Textiles) Too many criteria Differentiation between fabrics and fillers (waiting for feedback from industry) Which criteria are most important for fabrics and fillers? 7 Monitoring storage and distribution To take out this proposals 8 Horizontal approach to hazardous substances Ongoing consultation with industry to check if there are practical limitations (apparently not) Derogation for ATO? Any other problems of implementation (e.g. textiles)? Reference to REACH dossiers for verification Derogation for Antimony Trioxide (ATO) requested Alignment with criteria for textiles needed for fabrics and fillers?

7 Outcome after the 2nd AHWG meeting
No. Proposal Outcome after the 2nd AHWG meeting Open issues for EUEB 9 Specific restrictions for Latex and PUR Some minor modifications needed to coherently align with the EuroLatex standards 10 Flame retardants Proposal acceptable List of Risk Phrases considered still too long 11 Biocides No problem apparently 12 Phthalates Under evaluation some minor modifications to allow the presence of HMW Phthalates 13 Extended warranty Extended warranty should be at least 10 years Provide list of practices for handling mattresses properly 14 Technical performance: Technical report LGA system Only proposal on technical report seems acceptable Ongoing discussion with industry to check applicability of LCA and availability of other standards Are other relevant tests available? 15 Removing the criterion on packaging Split views Should a criterion packaging be kept or removed?

8 Outcome after the 2nd AHWG meeting
No. Proposal Outcome after the 2nd AHWG meeting Open issues for EUEB 16 Collection system and diversion from landfill To take out this proposals 17 Design for disassembling and recovery Reasonable but difficult Refer to art. 4 of the Commission Decision 2009/300/EC (TV) Should this proposal be kept or removed? 18 Consistency of the criteria No problem apparently 19 Information on the label AOB VOC measurement from the entire mattress Test on the whole mattress too expensive. Options under discussion: A) Test performed on the whole mattress (criterion as usual) B) test performed on a sample of mattress (waiting for feedback from industry)? C) Just refer to separate prescriptions for different materials? D) Delete the criterion? Which is the favourite option?

9 No. Question for the EUEB Preliminary opinion 1 Moving bed bases to the furniture product group? Yes 2 Aligning criteria on metals with Nordic Swan for furniture? (separable metal parts, no surface treatment, min recycled content) No 3 Which criteria are most important for fabrics and fillers? Discussion on-going 4 Derogation for ATO? 5 Any other problems of implementation of art. 6.6 and 6.7 (e.g. for textiles)? Apparently (only) alignment with textiles 6 Can other relevant technical tests be implemented? Discussion ongoing 7 Should a criterion on packaging be kept or removed? Remove it 8 Should a proposal on design for disassembling be kept or removed? Keep it 9 Which is the favourite option for VOC from the whole mattress? # Any other issue?

10 Preliminary list of issues proposed for the next revision
Lifecycle requirements; Eco-design (weight and selection of materials); Sustainable sourcing of materials (renewables); Sustainable production of materials (latex, PUR, springs of steel or plastic materials, … others?); Energy benchmarking of production site and guidance on storage; Additional aspects influencing the performance of the mattress.
