2 Agency Mission Department of Emergency and Military Affairs The Department’s mission is to provide military and emergency management capabilities to citizens of Arizona and the Nation Arizona Department of Emergency & Military Affairs (DEMA) Mission To provide military and emergency management capabilities to citizens of Arizona and the nation. DEMA consists of the Army and Air National Guard, Administrative Services and Emergency Management. Emergency Management staff coordinate the State’s emergency preparedness, response and recovery efforts with the goal of reducing the impact of disasters on people and property.

3 Whole Community Whole Community
“Whole Community” is an approach to emergency management which frames all hazard preparedness, response, recovery and mitigation as the shared responsibility of: federal, tribal, state and local governments; non-governmental and faith-based organizations; private sector businesses; and communities, families and individuals It is the shared responsibility of the Whole Community to: understand and meet the needs of the community; engage and empower all parts of the community; and invest in what works well in the community.

4 SERRP State of Arizona Response and Recovery Plan (SERRP)
Operational coordination for all types of incidents Implemented when emergency or disaster overwhelms jurisdiction Whole Community (ESFs) The SERRP describes the structure for implementing State of Arizona response and recovery policy and operational coordination for all types of incidents. This Plan is implemented when any emergency or disaster reaches a level that overwhelms local, county, or tribal resources or is determined by the Governor to constitute a statewide emergency.

8 Primary & Support Agencies
Each ESF is coordinated by one Primary Agency, which has been selected based on authorities, resources, and capabilities necessary to support the respective functional areas.
