New buildings and major renovations must meet USGBC Leadership in Energy and Environmental Design (LEED) Silver level certification NAVFAC Policy mandates two LEED Sustainable Site (SS) credits to meet LEED Silver certification SS 6.1 Stormwater Design - Quantity Control Limit disruption of natural water hydrology by reducing impervious cover SS 6.2 Stormwater Design - Quality Control Limit disruption and pollution of natural flows by managing stormwater runoff Developed LID interim cost Guidance for the FY11 program LID cost included in Project 1391s Better site management / planning Less clear-cutting NAVFAC Engineering & Construction Bulletin 12 Dec 2007 provides strategies for obtaining LEED Silver (to meet ASN I&E Memo of Aug 2006) and identifies 20 – 22 credit points, including these two credit points related to LID: 􀂃 SS Credit 6.1 Stormwater QUANTITY Control: Requires post discharge to be proportionally less than pre developed levels. If existing imperviousness is less than or equal to 50%, implement a stormwater management plan that prevents the post-development peak discharge rate and quantuty from exceeding the pre-development peak discharge rate and quantity for the one and two year 24 hour design storms. If existing imperviousness is greater than 50%, implement a stormwater management plan that results in a 25% decrease in the volume of stormwater runoff from the two-year 24 hour design storm. Implement a stormwater management plan that reduces impervious cover, promotes infiltration, and captures and treats the stormwater runoff from 90% of the avarage rainfall using acceptable best management practices (BMPs). BMPs used to trat runoff must be capable of removing 80% of the average annual post-development total suspended solids (TSS) load based in existing monitoring reports.
