2 As Power Grew… As the empire grew and more power came to Rome, they needed a new system of government that would ensure that all territories were running properly.

3 Keywords: Republic- Meaning things that are public Dictator- A person who rules by force and does not answer to anybody Emperor- A person who rules over a territory but has a senate and other people making decisions with them Consul- Highest power in republican government. Two Patricians held this power but one could gain more power as dictator. They were in charge of the army. Senators- A person in charge of foreign affairs. Romanized-People who adopted Roman language, culture and way of life

Rome was home to about a million people. They used the riches they gained from taking over other territories to enhance their city.

7 Important Locations The Forum:
This is where main public buildings are. It was the political, commercial and religious center.

8 Roman Citizenship All wealthy Romans(MEN) had to complete military training and pay taxes. Because of this they were the only ones who could be Senators or Magistrates. As the Empire expanded, people of other lands were able to apply to be citizens. Conditions: -Be an ally to Rome -Report people who misbehave -Be sufficiently Romanized Serve in the army

9 Social Hierarchy Citizens were divided into 2 groups: Plebeians:
-Merchants and peasants -Obtained power and wrote the Twelve Tables. Patricians: -Members of Rome's oldest families. -Only people that could lead city

10 Evolution of Roman Law Law of Twelve Tables Perpetual Edict Justinian Code -Written compilation of all the laws. Equal justice for all Defended slaves -Engraved on 12 bronze tablets. -On expedition in the forum. -All citizens were equal. More on page 122 -Reformed Roman laws. -Could only be judged on actions, not thoughts. -Needed proof to be guilty
