5 Procurement Process Initial/Technical Evaluation
Phase 1: Initial phase of the evaluation process The Lead State reviews all Proposals timely received. Unacceptable Proposals (non-responsive Proposals not conforming to RFP requirements) are eliminated from further consideration. Phase 2: Technical Proposal Evaluation Acceptable and potentially acceptable Proposals are evaluated against the Proposal evaluation criteria, including an Offeror’s technical proposal, support proposal and value added proposal. The Technical Proposal Evaluation is worth 35% of the total weight of the evaluation.

6 Procurement Process Cost Evaluation
Phase 3: Cost Proposal Evaluation: Evaluation of Cost Proposals: The Offeror with the lowest cost receives the maximum points. All other Offerors receive points as determined by the ratio* of their costs to the lowest cost. *Ratio Calculation: Points are based on the lowest proposal cost. The lowest proposed cost receives 100% of the cost points. All other Offerors receive a portion of the total cost points based on what percentage higher their Proposed Cost is than the Lowest Proposed Cost. Final cost scores will be calculated based on the following: The formula to compute the points is: Cost Points x (Proposed Cost/Lowest Proposed Cost). The Cost Proposal is worth 35% of the total weight of the evaluation.

7 Procurement Process Usage and Reporting Evaluation
Phase 4: Usage Fee and Reporting Plan Evaluation: The Offerors’ usage fee and reporting plans are evaluated based upon the thoroughness and feasibility of the included plan. The Usage Fee and Reporting Plan are worth 15% of the total weight of the evaluation. Phase 5: Distributor Network Evaluation: The Offerors’ listed approved distributors are reviewed and evaluated based on an Offeror’s ability to provide service to all States, all Participating States or a subset of Participating States. The Distributor Network proposal is worth 15% of the total weight of the evaluation.

12 Award Information Fixed Rate Line Pricing on devices in the following categories: Category I – Public Access and Infrequent User AEDs Category II – First Responder AEDs Category III – Professional Defibrillators Fixed Rate Pricing on commonly used consumable and accessories: Such as Batteries, Adult Pads (electodes), Pediatric Pads (electrodes), Carrying Cases, Wall Mount Kits and First Response Kits. Catalogue Discount – A blanket discount off catalogue prices for items not otherwise included.

13 Benefits of Agreements
Exceptional warranty support provided by multiple contracted vendors. Increased savings, with multiple contracted vendors bidding prices lower than available on previous contract. Value added proposals submitted by multiple vendors, providing additional value in defibrillator related technologies. New products available, in the form of accessories and professional defibrillators not previously on contract. New services available, in the form of service plans and training options not previously on contract.

All 50 states and The District of Columbia have executed the Memorandum Of Agreement allowing them to be eligible to use any NASPO ValuePoint cooperative Master Agreement 16

17 Participating Addendum Document
Model PA Documents located under each contractor. We encourage everyone to use this form as the starting document. Don’t attach your standard boiler. Only add terms and conditions specific to your state and NOT already included in the Master Agreement. If you use your own form of PA, please ensure all the terminology is correct and current and there are no conflicts with the terms and conditions of the Master Agreement.

18 Participating Addendums
Through the Participating Addendum States/Entities may: Select Contractors Include their own State Administrative Fee Include required (unique) terms and conditions Identify options for States or their political subdivisions Request state-specific reporting or other requirements

19 Participating Addendum Process
Three Options for Participation State signs a Participating Addenda for entire state Every legally eligible entity in the state can participate State signs a Participating Addenda for non state entities Every legally eligible entity that is not a STATE agency can participate State does not sign a Participating Addenda Political subdivisions wishing to participate may contact the NASPO ValuePoint Cooperative Development Coordinator who will contact the STATE CHIEF PROCUREMENT OFFICIAL asking for approval for that entity to sign their own Participating Addendum. Entities may be given approval on an individual basis or State CPO may give approval to all entities within the state to execute their own Participating Addendums. 19

20 Participation Opportunity #1 & 2 Step by Step: Entire State
Participating Addendum templates are available at States will contact contractors directly to begin the Participating Addendum process. States may have submitted Intents to Participate during solicitation, this will provide the information for contractors to contact states interested in signing a Participating Addendum. State Chief Procurement Officials (or designated representative) will be the signatory on the Participating Addendum. They will also be the NASPO ValuePoint point of contact throughout the process. State completes the draft Participating Addendum for each contractor and then forwards the draft to the contractor. Negotiations will be handled directly between state and contractor. Upon agreement, the state sends a final copy of Participating Addendum to the contractor for signature. Contractor signs Participating Addendum and sends back to state for signature. State sends fully executed copy to both contractor and NASPO ValuePoint at Executed Participating Addendum will be maintained in a repository.

Step by Step: Non State Entities Participating Addendum templates are available at An request should be sent to from entity ( may also be sent from contractor). The needs to provide the following details: main point of contact from entity, full name of entity, phone number, address and physical address. NASPO ValuePoint will State Chief Procurement Officer requesting approval for the entity to execute a Participating Addendum. NASPO ValuePoint will both contractor and entity with the permission from Chief Procurement Official to proceed to complete the Participating Addendum. Entity completes the draft Participating Addendum for contractor and then forwards the draft to the contractor. Negotiations will be handled directly between entity and contractor. Upon agreement, the entity sends a final copy of Participating Addendum to the contractor for signature. Contractor signs Participating Addendum and sends back to entity for signature . Entity sends fully executed copy to both contractor and NASPO ValuePoint at Executed Participating Addendum will be maintained in a repository.

23 State Executed vs Polysub Executed PA’s
If a state has executed a Participating Addendum that allows for Political Subdivision’s to conduct purchases, NASPO ValuePoint discourages individual entities and contractors from executing a separate or additional Participating Addendum. If a Political Subdivision needs to execute a separate contractual document, that contractual document should be maintained at the political subdivision level. Do not forward to NASPO ValuePoint.

24 Things to Remember Sample PA’s are located on the NASPO ValuePoint Website under each master agreement portfolio. Executed Participating Addendum are maintained on and in a repository. Participating states and entities are identified on the map of the USA on each Master Agreement page on The Lead State and NASPO ValuePoint do not get involved with negotiations. Only submit completed and negotiated PA’s with signatures from both parties. Submit completed PA’s in PDF Format. 24
