2 Your Link to MSPs From Across the Nation

3 Learning Objectives Describe the history of NAMSS, strategic initiatives and impact on the industry. Identify elements of the NAMSS Leadership and Volunteer Pathways to better support the profession. Discuss verification benchmarks and grassroots efforts NAMSS is supporting to improve credentialing efficiencies.

4 History of NAMSS NAMSS firsts: formed in California in 1971
national conference held in 1977 certification process initiated in 1978 History of NAMSS In The 1970s: Charlotte O. Cochrane along with Joan Covell spearheaded the formation of the Medical Staff Secretaries Association with 20 members as a forerunner to NAMSS. 18 months later the groups official publication, Overview was born. The first national conference was held in 1977 in Chicago, Illinois. In 1978, the certification process was instituted and the articles of incorporation were filed, making 2018 NAMSS’ 40th anniversary! The Committee on Continuing Education worked diligently to provide a basis for recognition and achievement for the profession.

5 History of NAMSS (cont.)
Growth of NAMSS Membership grew from initially under 60 members to over 6,000 members in 2018 Membership demographics have changed from primarily traditional hospital credentialing/privileging members to a strong presence of managed care members. Increasing presence of international members New affiliation with the American Health Care Lawyers Association (AHLA) has also enriched and diversified our membership. History of NAMSS Growth of NAMSS In 1980, membership grew and NAMSS got a new name. Educational programs have grown out of member type and member needs assessments NAMSS has connected with our international colleagues to learn more about them and their needs “how can we help you?” Reciprocal affiliation membership opportunities with discounted rates have been established between NAMSS and the AHLA

Partnering with State Leadership Our Industry Journal was renamed Synergy - new facelift in 2016 Ability to be Dual Certified – became a reality Education extends to managed care Leadership Council - journey to leadership Leadership Certificate program – Fall 2016 State of the Profession Report In 1989, state presidents came together at the first State President’s Educational Retreat. This is an annual event with ongoing learning and leadership training, CE credit earned as well “Overview” to “Synergy”, occurred in 1998 along with a new facelift in We are always encouraging members to submit articles. Late 90s the CPCS became an additional certification option In 1994, education was extended to the managed care field Leadership Council developed in focus on developing leaders, NAMSS through its educational programs has been on this trajectory ever since. New educational modules are introduced on regular intervals This has culminated into the development and implementation of our new Leadership Certificate program - the live course offered for the first time at the Fall 2016 NAMSS Conference (this is a two part course with on-line modules to be completed prior to the live course) In 2016, NAMSS also released the State of the Profession report. Evolving over the past 40 years from a profession that encompassed primarily clerical positions, the medical services profession now spans a wide range of employment settings and requires a specific knowledge base and professional core competencies.  Through the State of the Medical Services Profession Report, NAMSS seeks to raise awareness, educate, and obtain recognition within the healthcare industry for MSPs as a true and valuable profession.

8 What Does NAMSS Do for MSPs?
Serves as the voice of the profession, advocating on behalf of MSPs across the nation Government Relations & Industry Partnerships Provides education in support of professional development Supports state affiliates and associations on the local level Marketing What Does NAMSS Do For MSPs?: As you can see through the topics discussed at the annual roundtables, NAMSS is very committed to Government Relations and Advocacy. NAMSS will continue with these efforts and similar projects to advance the profession and advocate on behalf of MSPs.

9 Strategic Objectives (2016 – 2018)
Objective 1: Ensure that NAMSS professionals are qualified, skilled and competent in assessing healthcare providers Objective 2: Emphasize NAMSS professionals as “the gatekeepers of patient safety” Objective 3: Establish a recognized career leadership pathway for NAMSS professionals who are assessing the competency of healthcare providers As part of our strategic initiatives, three objectives were established to ensure that we continue to stay focused on creating more value for NAMSS members: Ensure that NAMSS professionals are qualified, skilled and competent in assessing healthcare providers Emphasize NAMSS professionals as “the gatekeepers of patient safety”, the beginning of the revenue cycle, and Establish a recognized career leadership pathway for NAMSS professionals who are assessing the competency of healthcare providers NAMSS is working diligently on a number of projects and advocacy work in order to fulfill these overarching goals.

10 Achieving our Objectives
Ensure that NAMSS professionals are qualified, skilled and competent in assessing healthcare providers Develop a new competency model which includes additional skills and knowledge areas outside the traditional functions of the profession. NAMSS recently performed a job task analysis aimed at identifying knowledge gaps that may exist within the industry due to expanding roles and responsibilities for the traditional MSP. NAMSS has evaluated the data gleaned from the survey, and has identified several key areas where we feel that the association may currently underserve industry professionals. In 2016, NAMSS began to utilize the data to begin to create new education and resources aimed at filling the knowledge gaps identified from the data.

11 Achieving our Objectives
Emphasize NAMSS professionals as “the gatekeepers of patient safety” Educate the public and stakeholders on the profession’s role of assuring that providers are qualified, competent, and professional to ensure patient safety, reduce risks and improve quality outcomes for the patient Become the “go-to” organization for the profession Actively educate and advocate to implement the Ideal Credentialing Solution (ICS) Promote best practices Keeping in line with the second objective of our strategic plan, NAMSS has also been working to influence positive change in the MSP environment and helping members adapt to that change by doing the following: Actively educating about and advocating to implement the ideal credentialing standard, Creating NAMSS PASS, our online, primary sourced gap analysis database for MSPs, and Working to enhance the visibility of credentialing professionals to create recognition within the HR world.

12 Achieving our Objectives
Establish a recognized career leadership pathway for NAMSS professionals who are assessing the competency of healthcare providers Enhance and support NAMSS professionals with the skills and confidence needed to be leaders in the profession and in their careers as the field changes and develops Develop, strengthen and recognize NAMSS leaders NAMSS Leadership Task Force began their work in 2014 to accomplish five goals set by the Board of Directors. One of the first goals accomplished was the development of the Leadership Pathway. The key elements were experience; education, training and ongoing education, skills, knowledge and responsibilities; servant leadership; and professional contributions. An individual can see where they are currently on the leadership pathway and build a plan to accomplish their leadership goals. This pathway can be used by entry level, experienced and leaders of NAMSS. It is important for NAMSS to develop future leaders for the organization to ensure it meets its strategic initiatives and remains strong. A second goal accomplished was the determination that NAMSS members overwhelmingly desired leadership training. NAMSS Educational Committee is now developing the “NAMSS Leadership Institute” and after completion of the educational sessions, the individual shall receive a certificate. These sessions are offered as a pre-conference option. NAMSS Leadership Virtual Round Table is also in development and will be released later this year. A third goal was the development of the NAMSS Fellowship designation for members who meet the eligibility criteria. The first “NAMSS Fellows” will be recognized at the NAMSS annual conference.

IMPORTANT! DALs – if you wish to show the video, you must be connected to the internet AND click the image from the slide presentation view. It will NOT play automatically. The video will launch on YouTube. It may be much easier to just let people see the slide and give people time to copy the URL, which will take them to the page with the report and video on the NAMSS website.

14 NAMSS Volunteer Path Many times NAMSS members will ask – “How do I become a NAMSS officer or be selected for a NAMSS Committee?” The NAMSS Volunteer Career path will give you an idea of how to get started. As you can see, your career starts at the entry level, moving to intermediate and then advanced. Many of us have followed this path and it allows you to gain the knowledge and experience to be the best volunteer or NAMSS leader of the future. I encourage you to read through each level and element provided to you as a handout and/or electronic version as part of this presentation.

Medical Services Professionals are increasing called upon to provide leadership throughout their organization. They serve as counselors to Chief Medical Officers, the legal team and the physicians with whom they work. They are decision-makers, providing sound judgment and streamlining processes throughout the credentialing and privileging cycle. The role in the healthcare system sets them firmly at the helm of the gateway to patient safety, reducing risk and improving quality outcomes. Therefore, it is important to continue to learn and grow. Additionally, NAMSS can only be as strong as it leaders. NAMSS has recently developed the “Leadership Certificate Program” , which is a combination of online modules and an in-person course. This curriculum allows participants to learn about leadership topics. This program was released in May Review each level and element.

19 Ideal Credentialing Standards
Hospital Credentialing Payer Credentialing Proof of Identity Practitioner Affiliation and work history Education and Post Graduate Training ECFMG information Criminal Background Check Military service information Federal and State sanction checks Professional licensure held in all states NPDB Health status Professional liability carriers and certificates DEA registration and state DPS certification Peer references Board certification status Proof of Identity Highest level of training Professional licensure held in all states DEA registration and state DPS certification Affiliation history Work history Federal and State sanction checks Credentialing application Malpractice claims history For several years now NAMSS has taken the lead in developing credentialing best practices that MSPs can utilize to ensure compliance with accreditation standards, enhance patient safety and improve efficiencies at the beginning of the revenue cycle for practitioners, facilities, and health plan payers. NAMSS continues to invite key industry leaders to ongoing roundtable meetings to evaluate and discuss the Ideal Credentialing Standards. The industry leaders were given the opportunity to submit comments and they were very supportive of NAMSS’ efforts to improve credentialing efficiencies for the industry. The comments from the industry leaders were incorporated into final Ideal Credentialing Standards white papers which can be downloaded from the NAMSS website under the News Tab. In your packets we have provided a side by side comparison between the two documents. There are minimal differences between the hospital credentialing and payer credentialing best practices due to the different requirements between the accrediting agencies. The white papers outline specifics for each item listed above regarding the information a practitioner should disclose to the MSP and the approved sources to obtain verification. During the development phase of the Ideal Credentialing Standards for Hospitals it was identified that MSPs did not have a universal resource to track practitioner affiliation/work history. This is where NAMSS PASS is critical to MSPs looking to improve efficiencies and reduce costs to their credentialing programs.

20 Model Credentialing Application becomes Data Dictionary
NAMSS was identified as the right organization to lead the project to develop a Model Credentialing Application Diverse Task Force members and input for multiple groups Initial intent and purpose Long-term goal Roundtable stakeholders offered feedback to draft application Stakeholders transitioned from a Credentialing Application to a Data Dictionary concept NAMSS participates annually in the National Credentialing Forum (NCF) which brings together leaders in the credentialing arena. This past year, participants discussed the concept of a model credentialing application – a topic which has been discussed in the past. The NCF participants collectively agreed that NAMSS should be the organization to lead a feasibility study and draft a tool that could greatly benefit our industry. NAMSS created a Task Force aimed at researching and developing a draft of a comprehensive, effective credentialing application. The group has worked very hard to date and as you can imagine… everyone has their own ideas of what a perfect application form might look like. The final draft of the model credentialing application was approved by the NAMSS Board in January, 2016. The next step of the process was a field review by NAMSS State Leaders and an advisory board of other industry leaders which is currently underway. The purpose of the filed review was to evaluate whether the model credentialing application is a comprehensive document that can feasibly be used across the industry to include licensing boards, hospitals, and health plan payers. NAMSS is very aware that several states are currently utilizing their own state mandated/created applications or the CAQH application for health plan payer credentialing and some hospital credentialing. The initial intent of this project was for NAMSS to take the lead in developing a model credentialing application that is consistent, comprehensive, and fully-endorsed by our industry in an effort to create efficiencies in the credentialing process during the first step in the revenue cycle. Please explain to MSPs that for the foreseeable future this is our intent. The model credentialing application was discussed at the third annual roundtable meeting. It was decided to transition away from a model credentialing application to a robust Data Dictionary for the industry for consistency in the use of terms. This continues to be a work in progress.

21 Data Dictionary Roundtable stakeholders offered feedback to draft application Stakeholders finalizing data dictionary and working towards implementation *DALs – we are trying to get it out sometime in 2018; we are awaiting recommended edits from CAQH. We’ll adjust as necessary

22 NAMSS Annual Roundtable
Collaboration between NAMSS leaders and industry partners 2017 Roundtable topic - Streamlining and simplifying the credentialing process and new technologies 2018 Roundtable topic – The future of digital credentialing The NAMSS Roundtable brings together representatives from government agencies and leading healthcare policy experts to discuss practitioner credentialing and how NAMSS can be the industry leader in creating best practices to improve efficiencies across the credentialing industry. The Roundtable provides a platform for thought leaders to discuss the flaws of the current credentialing system and the collaborative steps necessary to standardize credentialing processes. At the 2018 roundtable, the group marked a new conversation around disruptive technology and its impact on credentialing. Past Roundtables have focused on Ideal Credentialing Standards, Payer Credentialing, and the impact of Healthcare Reform on credentialing and licensure. Past roundtable participants have included groups such as: -American Board of Medical Specialties (ABMS) -American College of Physician Executives (ACPE) – Now known as the American Association for Physician Leadership -American Hospital Association -AMA-OMSS -American Society for Healthcare Risk Management (ASHRM) -Council for Affordable Quality Healthcare (CAQH) -CMS -Federation of State Medical Boards (FSMB) -Healthcare Facilities Accreditation Program (HFAP) -HRSA -Medical Group Management Association (MGMA) -National Association for Healthcare Quality (NAHQ) -National Patient Safety Foundation -The Joint Commission -URAC -NCQA

23 FSMB Interstate Medical Licensure Compact (IMLCC)
Grassroots efforts proved impactful NAMSS FSMB Position Statement 24 states have enacted the compact As of August 2018, 5 states have introduced legislation to enact the Compact and 5 states have passed legislation and are working to implement. Additional introductions of the model Compact legislation have continued throughout the year *DALS: Don’t forget to check the Compact website to confirm the number of states As a follow-up to information provided at last year’s Leadership Conference and some work done since then that has yielded outcomes positive outcomes. The 5 states that have brought the compact to their state legislatures are poised to join a growing number of states across the nation seeking to expand access to quality health care by significantly streamlining the medical licensure process. NAMSS continues to fundamentally support the compact and continues to need your help to convince your states’ licensing leaders to sign on to the compact. NAMSS wrote a policy position paper and letter of support. We encourage you to educate yourselves and then encourage your state to adopt the compact, by reaching out to your representatives in Congress, as well as your state medical boards. Utilize the recorded webinar and visit to learn more. NAMSS has posted letter templates on the NAMSS website that you can fill out and submit to your representatives. Has anyone in this group been involved in these efforts within your state? (Just a show of hands or a name. Not asking them to tell their story).

24 Facts about the FSMB IMLCC
Sole purpose of the Compact is to provide an additional, expedited, pathway to licensure for physicians with exemplary practice histories. Participation in the Compact for medical licensure is voluntary for both physicians and state boards of medicine licensure. Any physician from a Compact state who meets the qualifications of the Compact will be eligible for licensure in any other Compact state Transparency is key for the Commission DALs, its important that we do not assume all are understanding of this concept: Important for all to know of the website Transparent organization with Bylaws, policies and meeting minutes all on-line at the website noted on this slide FAQs WHAT IS AN INTERSTATE COMPACT? An interstate compact is a legal agreement among states. In the case of the Interstate Medical Licensure Compact (also referred to here as the IMLC or just “the compact”), it’s an agreement that addresses the licensing of physicians across state lines. WHERE DID THE IMLC COME FROM? A group of state medical board executives, administrators and attorneys wrote the language of the IMLC in 2013 and The national Federation of State Medical Boards also was involved and helped facilitate the creation of the compact. But no one “owns” the IMLC. WHAT DOES THE IMLC DO? It creates a new “expedited” pathway to state licensure for experienced physicians who have outstanding practice histories. It sets the qualifications for licensure and outlines the process for physicians to apply and receive licenses in states where they’re not currently licensed. The IMLC also details the role of the governing IMLC Commission and sets limits on what the Commission can do. HOW DOES A STATE JOIN THE COMPACT? The state Legislature must pass a bill authorizing the state to join the compact. Then the Governor must sign it. The language of the compact must be identical in each state. WHO’S IN CHARGE OF THE COMPACT? The compact creates a Commission made up of two representatives from each adopting state. Commissioners must be either: A physician member of a medical or osteopathic physician licensing board, a public member of such a board, or an executive director or administrator of such a board. If a state has only one medical board, then both Commissioners must come from that board. But if it has two boards, a medical board, and an osteopathic board, then each board gets one seat. Only the Commission can enforce the IMLC through its bylaws, rules, policies, and advisory opinions. No other

26 FSMB Interstate Licensure Compact
The Compact influences healthcare by: Enhancing patient access along border states and rural areas Improved sharing of complaint and investigative information State Medical and Osteopathic Boards express support Know where your State is with the Compact Information: or The Interstate Medical Licensure Compact, which offers a streamlined licensing process for physicians interested in practicing medicine in multiple states, is expected to expand access to health care, especially to those in rural and underserved areas of the country, and facilitate new modes of health care delivery such as telemedicine. Thirty-one state medical and osteopathic boards have publicly expressed support for the Compact, and it has been endorsed by a broad coalition of health care stakeholders, including the American Medical Association (AMA) and the American Osteopathic Association (AOA).

27 Resource for future initiatives Disaster response credentialing
Complete work history Gap Analysis Good Standing Letters Resource for future initiatives Disaster response credentialing NAMSS PASS – secure, on-line database for verification of work history and gap analysis The GOAL – when all hospitals, surgical centers, health plans, group practices contribute to NAMSS PASS it will become the one go-to source for a complete affiliation work history. No more querying multiple hospital websites, no more faxing and sending requests for verifications Gap Analysis – easily identify gaps in work history, unreported affiliations etc. Good Standing Letters – easily and quickly obtain letters of good standing, two legally-vetted good standing letters are available for users a third letter option will report dates only (in cases where perhaps a hospital has acquired records from a closed facility, but “good standing” is not known) Success of this initiative depends upon you! The more entities that participate, the more meaningful and complete this resource will become. Why would I submit my data when I already have autogenerated letters available through my credentialing software? Because your data helps to build a complete work history for all providers? Also, which you software eliminates the burden of replying to individual requests, it does not alleviate the burden that you have when credentialing practitioners to obtain verification of work history. VGEMT (ACGME Evergreen Letter) Disaster credentialing – a quick resource to conduct credentialing of practitioners volunteering during a mass casualty event/disaster

28 480 participating entities and growing weekly
Over 644,000 affiliations  NAMSS PASS continues to be a key initiative and we are beginning to hear great stories about how it has positively impacted MSPs by reduced work loads, with more timely and more consistent staff verification responses. NAMSS PASS is our secure, online database that provides quick, easy and inexpensive access to the affiliation history of the practitioners you credential. We are happy to report that as of this month, NAMSS PASS has 480 participating entities and over 644,000 affiliations. NAMSS PASS began with two legally-vetted “Letters of Good Standing” templates that served as proof of “Good Standing” for a practitioner. However, based upon good input from committed users, the NAMSS PASS Task Force has developed a third standard letter template that does NOT indicate good standing, but simply verifies affiliation dates and history. This standard template was developed for situations in which a practitioner’s “good standing” could not be objectively verified while working for a specific entity. The example that the Task Force considered when creating this template was based on a Healthcare Entity absorbing a defunct medical staff with incomplete files. Affiliation was documented, but nothing to state “good standing.”

29 NAMSS PASS Fees There is NO cost to create a user account, and NO cost to browse for practitioners There is NO cost to contribute your data (you are not required to use NAMSS PASS for providing affiliation verification letters/good standing letters) There is NO cost to use NAMSS PASS to provide the auto-response affiliation letters to other entities

30 NAMSS PASS Fees The costs for retrieving verification/good standing letters can be by a subscription or by a per letter fee. Describe fees in slide

31 Everything you need to know to get started or just to browse and explore the NAMSS PASS can be found at NAMSS website Click on the FAQs for further information, including the format for providing your practitioner data, the definition of “good standing” and the form letters available to users

32 International member support International influence with IAMRA
What else could PASS do to advance patient safety and efficient processes? International member support International influence with IAMRA Disaster response credentialing resource This slides indicates just four of the many ideas that have been shared for potential new uses of the PASS program. The ACGME Evergreen letter is being finalized and it is being proposed that the NAMSS PASS database be the location to house the document for querying purposes. This is a project NAMSS has been working on with the ACGME and now the AOA since the two have merged to provide a permanent, static document of the individual’s training verification that will be consistent and available throughout the practitioner’s professional career. International influence with International Association of Regulatory Medical Authority (IAMRA). Disaster Response Credentialing Resources – NAMSS PASS may be a location where all of us could have access to practitioners who have agreed to be available in the event of an emergency. These are just some ideas of how NAMSS PASS can be used in addition to how it is being used today so watch for more to come. If your state association needs more information or even if you need help with your own facility in optimizing NAMSS PASS, please reach out to NAMSS they are willing to assist you in operationalizing NAMSS PASS in your facility. NAMSS PASS provides MSPs the opportunity to contribute to patient safety. By submitting data for MSPs to query we eliminate the need of relying on questionable practitioners to tell you where they have practiced in the past. NAMSS PASS puts the availability and accessibility of physician’s practice histories in our database rather than in their unreliable applications that frequently are missing hospitals where they have practiced or do not want to report that may not be identified in the reporting process but will be reported through NAMSS PASS when the practitioner’s name is queried. I encourage all of you to consider reporting your practitioner information to NAMSS PASS.
