1 South Africa’s Approach to implementing REDD+
Session: ‘Country experiences with reporting forums’ GFOI Plenary, Bogota Colombia, 14 March 2018

2 Step-wise approach to implementing REDD+ in South Africa: Research
National Terrestrial Carbon Sinks Assessment Carbon Sinks Atlas 2017 (Online tool) Mitigation Potential Analysis: Agriculture, Forestry and Other Land Use Sector Unlocking barriers and opportunities for land-use based climate change mitigation activities in South Africa Towards the development of a GHG emissions baseline for the Agriculture, Forestry and Other Land Use sector in South Africa

3 Coordination and Reporting Fora
Department of Environmental Affairs: Climate Change Intergovernmental Committee on Climate Change National Committee on Climate Change (includes private sector and civil society) Inter-Ministerial Committee on Climate Change Custodian of forestry resources in South Africa Department of Agriculture, Forestry and Fisheries DST and National Research Foundation: Communities of Practice under the South African Research Chairs Initiative Department of Science and Technology (DST): Research Forum of South African Directors-General Parliamentary Portfolio Committees Outcome 10 Delivery Forum (MINTECH) of the Intergovernmental Relations Act Technical working groups and stakeholder workshops convened for AFOLU

4 Coordination and Reporting Fora

5 Step-wise approach to implementing REDD+: Assessment Report
Strategic Plan, Measurement, Reporting and Verification. AFOLU Sector: The MRV of AFOLU will evolve as part of the climate change response M&E system. Develop guidelines and indicators and data requirements for MRV as well as their roles and responsibilities Monitor progress towards implementation of the Nationally Determined Contribution Formalise institutional arrangements for the exchange of data and information and coordinate emissions reduction activities Develop an impact assessment mechanism for mitigation actions Development of a National REDD+ Strategy Next Steps

6 evidence based up-to-date information
Objectives of National Integrated Climate Change Monitoring and Evaluation System Archiving Analyses & reporting Communication with stakeholders Reporting Match responses with observations Analyses (Tracking transition) evidence based up-to-date information

7 Data/Information and Coordination) Data storage, processing & (QA/QC)
Overview of South Africa’s Integrated Climate Change Monitoring & Evaluation System Data/Information and Coordination) Web-based Platform Outputs Monitoring (includes MRV) Evaluation (impact analyses) Indicators National Climate Change Report  UNFCCC Reporting GHG Inventory Others Data storage, processing & (QA/QC) National Climate Response Database National GHG Inventory System Tools and databases Data & information Analyses Climate Resilience Risks, Vulnerability, Impacts Adaptation And Mitigation Responses Guidelines Risks, Vulnerability, Impacts Public databases and institutions Climate and atmosphere monitoring networks and systems Responses, Carbon Budget and Sectoral Mitigation Plans Public, private databases Programme/project owners Research institutions MRV of Carbon Tax Direct submissions and reporting GHG Emissions, Sinks and AFOLU Direct submissions and reporting

8 Mitigation M&E Focus Areas Adaptation M&E Focus Areas
Developments in the Establishment of the National Climate Change M&E System Focus on institutionalization of climate change M&E and approaches The National GHG Reporting Regulations and National Atmospheric Emissions Inventory System The National GHG Improvement Programme and Development of National GHG Inventory System The AFOLU Measurement, Reporting and Verification Capacity Building Project Development of M&E Guidelines and MRV of Carbon Tax looking at Sequestration 8 overarching and 75 sector-specific Desired Adaptation Outcomes (DAOs) 9 DAOs identified for the water sector and 4 for the forestry sector DAOs applied to the National Adaptation Strategy, Climate Finance Approaches for assessing the effectiveness of adaptation responses tested with case studies Mitigation M&E Focus Areas Adaptation M&E Focus Areas Cross-cutting AFOLU specific

9 Phasing of the M&E System Implementation
Phase 1: PROTOTYPE Basic web-platform Basic functionality Themes & indicators Information repository User reporting Analytics capability Basic inputs into mandatory reports Initial DEA system-integration Phase 2: USER INTERACTION Expanded automation Increased system integration Integration of new indicators/metrics and methods Phase 3: AUTOMATION Priorities for improving future forest monitoring and GHG reporting efforts: Data collection system to support establishment of NFMS Development of Standard operation procedures Enhancing governance and coordination frameworks

10 Priority Actions & Questions
Are there any supporting templates? Are there specific indicators or information to be included? Is the system expected to do an analysis of the submitted information? What kind of analytical capability needs to be built in the M&E system; what type of analysis is required and how frequently should this analysis occur? Are any specific analytical methodologies preferred/proposed? Are there any examples? What other datasets/systems will the system need to access to do any analysis of submitted data? Who will collect and upload data? what process will be followed? What supporting data arrangements are needed and what is already in place? What legal and regulatory tools are in place or are needed to supporting the implementation? User Interface/ Data Management Analysis Reporting and Outputs Governance and Coordination
