Introduction:- The NSLUP in a “Nut Shell” and its Importance
The National Sustainable Land Use Policy (NSLUP) sets out a statement of the guiding principles Mandate Function of the National Sustainable Land Use Policy The Goal states that; "Papua New Guinea’s natural resource and environment should be conserved and used for the collective benefit of all and should be replenished for the future generations". 1. where an analysis of the impacts of higher order policies upon sustainable land use issues are covered. Higher policies contributed to the contextual framework for NSLUP. 2. derives from the Goal of the National Constitution and is supported by the Physical Planning Act 1989.

The NSLUP in a “Nut Shell”.
The development of an holistic approach to planning rather than focusing on a single aspect of planning for sustainable land use. Integrated physical planning through the framework provided by the National Sustainable Land Use Policy recognizes the importance of balancing the promotion of development with conservation and sustainable rural development. The National Land Development Program's main perspective of land reform is for releasing land for development and poverty reduction. Consequently, the aim of land reform is to effectively use land for economic development and to protect the rights of the vulnerable section of the community.

PURPOSE OF THIS PRESENTATION
This requires a strategy on land policy, and land use planning for customary and state land. To update this forum and the public out of the NSLUP- approved in principle by the National Executive Council Needs consultations with customary land owners. PURPOSE OF THIS PRESENTATION

Need for National Sustainable Land Use Policy
The aim of NSLUP is to be realised when a National Land Use Plan is formulated for PNG. In the absence of a National Land Use Plan, land use remains fragmented and incomplete, generally because of institutional barriers, conflicting mandates, and the prioritisation of economic over social and environmental goals and of short-term development over long-term goals. Moreover, sectoral codes, legislation and procedures governing planning process and regulations are not harmonised. The scope of sectoral land use plans by intensive land users, especially the various sectors are very narrow that they do not encompass a wider geographical area (landmass of PNG) and long term perspectives.

Introduction NSLUP is formulated to provide a framework for improved LUP and make land available for development. It aims to provide planning, allocation, management and optimal use of land and its resources. This Policy will benefit all people in Papua New Guinea.

National Sustainable Land Use Policy
NSLUP is an over-arching policy framework that will guide the planned allocation, management and best use of land in PNG. It assess the physical, socio-economic, institutional and legal potentials and constraints with respect to an optimal and sustainable use of land resources and empowers people to make decisions about how to allocate those resources. Physical Planning Act 1989 & the Environment Act 2000 provides the Legislative Framework.

NSLUP Expected Outcomes
To see a change and improvement in the management, allocation and best use of land and its resources in Papua New Guinea through; Having an over-arching Policy Framework of Land use Planning in PNG. The development of the National Land Use Plan for PNG including the various Developments Plans (PP Act Section 44). Development of a Centralized National Land Use Information System for PNG (integrating all sectoral land use plans). Promotion of Sub-national Planning (decentralization) and integrating Economic Planning (DNPM) into Spatial Planning (DLPP). Facilitating balance social, environmental and economic developments for present and future generations. Promoting capacity building in the Maintenance of Professional Standards.

Challenges No Policy Framework and clear processes or criteria spell out for Customary Land Use Planning. Limited stock of qualified Physical Planners Inadequate or nill Funding Lack of Awareness & Capacity Building. No established Physical Planning Information Management System. Nill Coordination with sector and line agencies with other stakeholders. Decentralization functions not effectively implemented at Subnational & Local Levels.

Conclusion Land use planning is a fundamental process. Its purpose is to select and put into practice the land uses that will best meet the needs of the people while safeguarding resources for the future. The driving force for NSLUP is the need for a change, and the need for improved management, allocation and best use of land and its resources in Papua New Guinea.

Presentation in Conclusion The conclusion of the Presentation is that PNG has an enormous opportunity to deliver its constitutional and international obligations to protect the environment, through National Sustainable Land Use Policy-1014, while at the same time alleviating poverty for communities that do not employ sustainable land use practices whilst working the land.
