A Global Threat IED Attacks in AFG since 2001: 15,608 NATO casualties. IED Attacks from Jan 11 DEC 12* (outside IRQ and AFG): 18,256 IED events globally. 33,041 casualties. 123 Countries. IED Attacks 2011: 7296 IED events globally. A monthly average of 608 events. These attacks have been conducted by 61 regional and transnational threat networks. IED Attacks 2012: 9960 IED events globally. A monthly average of 830 events. These attacks have been conducted by 53 regional and transnational threat networks. 8 Bi-SC C-IED Campaign Plan Action Items
87 proposed military tasks. 12 Decisive. Fuse Info, Ops, and Intel to understand, anticipate, and warn on transnational and regional threat networks. Synchronize NATO’s counter threat related efforts. Target transnational and regional threat networks in the JOA. Institutionalize AtN, DtD, & PtF. Improve Comprehensive Approach staff collaboration. Implement C-IED (AtN, DtD, & PtF) in NDPP. Standardize Exploitation Capabilities to share C-IED information. 23 identified Gaps or Shortfalls beyond Bi-SC authority (in a separate Annex). 10 standardization/synchronization/process related. 5 acquisition/technology related. 1 education related. 7 policy related. NATO UNCLASSIFIED

9 Challenges for NATO C-IED
Institutionalisation of C-IED Development of enduring capabilities and assets to Attack the Network/Counter Threat Networks Leverage the NATO Defence Planning Process (NDPP) Continue Education and Individual Training to prepare the force to operate in a IED Environment Senior Leader Awareness & Education Human Network Analysis and Targeting (HNAT) Attack the Networks Awareness Course (ATAC) Policy issues to provide the “strategic anchor” for C-IED and other related efforts e.g. CT, CBRN, etc. Sharing of Information and Intelligence among military and civilian agencies is key
