Doctrine Reference Publication (ADRP) 3-37, Protection

2 Protection Doctrine Purpose: to provide an overview of the main ideas in Army Doctrine Publication (ADP) 3-37 and Army Doctrine Reference Publication (ADRP) 3-37; and highlight the significant changes from FM 3-37.

3 ADP and ADRP ADP – is a Department of the Army publication that contains the fundamental principles by which the operating forces and elements of the generating forces directly supports operations; ADP 3-37 establishes the base doctrine for the protection conceptual framework. ADRP – is a Department of the Army publication that provides a more detailed explanation of principles contained in the related ADP. An ADRP provides the foundational understanding so everyone in the Army can interpret the ADP the same way; ADRP 3-37 expands in more detail on the protection conceptual framework. ADP 3-37 is 22 pages with cover. ADRP 3-37 is 70 pages with cover. ADRP 3-37 protections activities are primarily reinforced through mission command (ADP and ADRP 6-0), the Army Operations Process (ADP and ADRP 5-0), that support unified land operations (ADP and ADRP 3-0).

4 Changes from FM 3-37 DOCTRINE 2015
PROTECTION DOCTRINE 2015 Fully integrated the Protection Framework within the operations process. Aligned the protection definition with JP 3-0. Replaced the protection principle of “full dimension” with “comprehensive.” Added Law and Order task from Mission Command WFF to the Protection Warfighting Function (WFF). Added Implement physical security procedures to the Protection WFF. Added Implement OPSEC security to the Protection WFF. Moved internment and resettlement task from Sustainment WFF to the Protection WFF. Moved Information protection task from Protection WFF to the Command WFF. These are the major changes in this manual. Changes reflect lessons learned over the past 10 years of sustained land combat

Principles of protection provide leaders with a context for implementing protection efforts, develop schemes of protection, and allocating resources to preserve combat power. Warfighting function tasks and systems are a critical factor for complimentary and reinforcing protection considerations to enable combat power. Commanders consider the most likely threats and hazards and decide which personnel, physical asset, and information to protect. They set priorities for each phase of an operation. Protection efforts are synchronized and capabilities integrated throughout the operations process to provide strength and structure to the overall effort.

6 Central Concept This chart lays out the underlying logic and central idea of ADP/ADRP 3-37 Protection, using the five protection principles, is executed thru the operations process by commanders, staffs, leaders, and Soldier. the Protection Warfighting Function is one 0f the six elements of combat power for chapter 3 of ADRP 3-0 Guided by the principles of Protection, commanders use the Protection warfighting function to integrate the other warfighting functions into a coherent whole. By itself, the Protection warfighting function will not secure an objective, and protect a force. Instead, it provides a framework for protection to the other warfighting functions. Commanders use the protection warfighting function to help maintain Combat Power and accomplish missions. Together , integrated and synchronized with combat power, the protection and the warfighting function guide, integrate, and synchronize Army protection tasks, systems, personnel and measures throughout unified land operations.

7 Definition of Protection
Rescinded FM 3-37: Protection is the preservation of the effectiveness of mission-related military and nonmilitary personnel, equipment, facilities, information, and infrastructure deployed or located within or outside the boundaries of a given operational area. ADP 3-37 Protection is the preservation of the effectiveness and survivability of mission-related military and nonmilitary personnel, equipment, facilities, information, and infrastructure deployed or located within or outside the boundaries of a given operational area. The protection definition is now aligned with joint doctrine (JP 3-0). What is Protection? Joint Publication (JP) 3-0 defines Protection as the preservation of the effectiveness and survivability of mission-related military and nonmilitary personnel, equipment, facilities, information, and infrastructure deployed or located within or outside the boundaries of a given operational area. ADP 3-37 replaced the past FM definition with the JP definition. Provides guidance on protection and the protection warfighting function. It also provides the guiding protection principles for commanders and staffs who are responsible for planning and executing protection in support of unified land operations. ADP 3-37 corresponds with the Army operations doctrine introduced in ADP 3-0.

The following principles of protection provide military professionals with a context for implementing protection efforts, developing schemes of protection, and allocating resources.

9 Protection Principles Descriptions
Comprehensive: protection is an all-inclusive utilization of complementary and reinforcing protection tasks and systems available to the commander, incorporated into the plan, to preserve the force. Integrated: Protection is planned in all activities, systems, efforts, and capabilities associated with military operations to provide strength and structure to the overall protection effort. Integration must occur in all phases of the operations process in order to complement other warfighting functions without significantly inhibiting combat power. Layered: Protection capabilities arranged to provide strength and depth to the overall protection system. Exclusion areas, barriers, sally ports, passwords, and identity badges are examples of layering techniques, and procedures. Redundant: Redundancy ensures that specific activities, systems, efforts, and capabilities critical for the success of the overall protection effort have a secondary protection effort. Power generation systems, water purification systems, and patrol distribution patterns are often resourced for redundancy. Enduring: Protection capabilities are ongoing activities for maintaining the objective of preserving combat power, populations, partners, essential equipment, resources, and critical infrastructure in every phase of an operation. Again blue showing additions and red showing deletions to the protection tasks. The biggest change is that Information protection has been moved under the Mission Command warfighter function and several new tasks have been added: Provide intelligence support to protection Implement physical security procedures Conduct law and order Conduct internment and resettlement Also of note is that fratricide avoidance is now part of employ safety techniques. Note: Information protection task moved under the Mission Command WFF.

Changed from original graphic in FM 3-37 The Integrating Protection into the operations process graphic has expanded to show the steps taken during each phase of the process. Plan: Planning is the first step toward effective protection. Commanders consider the most likely threats/hazards and decide which personnel, physical assets, and information to protect. They then set priorities for each phase or critical event of an operation. Prepare: During the prep phase protection focuses on deterring and preventing the enemy/adversary from actions that would affect combat power and freedom of action. Execute: Commanders must be; flexible and adaptive to seize, retain, and exploit the intuitive, Accept prudent risk to exploit time sensitive opportunities before the enemy/adversaries discover vulnerabilities; take evasive or defensive action and implement counter measures Protection is also a continuing activity (ADRP 5-0); a primary reason for describing the critical relationship into the operations process.

12 Protection Cell & Working Groups
Develops, Integrates, & synchronizes protection tasks and activities: Conduct Initial assessments. Develop key products for protection planning. Establishes protection priorities. Unit protection measure. Critical Asset List & Defended Asset List. Assesses infrastructure. Scheme of protection. Civilian protection needs. Running Estimate. Personnel recovery guidance Personnel recovery - coordination center Commands utilize a protection cell and protection working group to integrate and synchronize protection tasks and systems for each phase of an operation or major activity. During the planning process, the protection cell/working group provides input to the commander’s military decision making process by integrating the threat and hazard assessment with the commander’s essential elements of friendly information, the CAL, and the DAL. While the planning cell develops plans, the protection cell/working group attempts to minimize vulnerability based on the developing COA. The intent is to identify and recommend refinements to the COA that are necessary to reduce vulnerability and ensure mission success. The protection cell/working group provides vulnerability mitigation measures to help reduce risks associated with a particular COA and conducts planning and oversight for unified land operations.

Specific terrain and weather factors. Intelligence focus and limitations for security efforts. Areas or events where risk is acceptable. Protected targets and areas. Civilians and noncombatants in the area of operations. Vehicle and equipment safety or security constraints. Personnel recovery actions and control measures. Force protection condition status. Force health protection measures. Mission-oriented protective posture guidance. Environmental guidance. Information operations condition. Explosive ordnance and hazard guidance. Ordnance order of battle. OPSEC risk tolerance. Fratricide avoidance measures. Rules of engagement, standing rules for the use of force, and rules of interaction. Escalation of force and nonlethal weapons guidance. Operational scheme of maneuver. Military deception. Obscuration. The scheme of protection describes how protection tasks support the commander’s intent and concept of operations, and it uses the commanders guidance to establish the priorities of support to units for each phase of the operations. The scheme of protection is developed after receiving guidance and considering the principles of protection in relation to the mission variables, the incorporation of efforts, and the tasks that comprise the protection warfighting function. The scheme of protection is based on the mission variables, thus includes protection priorities by area, unit, activity, or resource. It addresses how protection is applied and derived during the conduct of operations.

14 Protection in Unified Land Operations
Protection can be maximized by integrating the elements of combat power to reinforce protection or to achieve complementary protective effects. The goal of protection integration is to balance protection with the freedom of action throughout the duration of military operations. The collaboration, integration, and synchronization between the elements of combat power assist in identifying and preventing threats and hazards and in mitigating their effects. Summary slide: The synchronization, integration, and organization of capabilities and resources to preserve combat power from the effects of threats and hazards are essential. The ability to protect and preserve the force and secure the area of operations is vital in seizing, retaining, and exploiting the initiative. Protection emphasizes the importance of planning and expanding our protection priorities, to include protecting unified action partners, civilian populations, equipment, resources, infrastructure, and cultural landmarks across the range of military operations. It focuses on adapting our force to better leverage, integrate, and synchronize unified action capabilities and better understand operational environments. It emphasizes the need for Soldiers, leaders, and organizations to identify, prevent, or mitigate threats and hazards. Mutually supporting and overlapping protection capabilities through operational and tactical level actions better position forces to defend, respond, and recover from threat and hazard effects and to deter, counterattack, neutralize, and defeat the threats.
