Permanent Observers 2008 En 1972 se establece la condición de Observador Permanente a traves de la Res. CP/Res 52. En 1984 se revisan los criterios para otorgar la condicion de OP mediante CP/RES 407. 60 observadores, 59 estados mas Unión Europea, China fue el ultimo en adquirir el estado de OP. Canada y Guyana fueron OP desde 1972 hasta 1991 y Belice desde 1989 hasta 1991 cuando ingresaron como estados miembros
