4 Integrated Service Model
The Strategic Skills Pipeline is the framework within which the city's Integrated Employability Service (IES) is organised. The aim is that local and national service providers collaborate to meet the "full" needs of our jobseekers and employers. 4 local Employability Hubs were commissioned to help ensure ease of access to services across the city. Edinburgh's Strategic Skills Pipeline: aligning the local with the national. Co-decision making and coordination of investment to ensure services are centred around the needs of clients and the real opportunities in the city, provision of a clear structure within which services fit, playing to strengths and underpinned by common performance management systems integration with National Services and Community Structures.

6 In the beginning ... Budget for employment support moved over from Health and Social Care to Economic Development Clear new focus was on economic benefit not care So we committed to undertaking an independent comprehensive review of what clients wanted and what model would best deliver outcomes for them

7 Initial first steps Desk research and mapping
Sayce Report and so on – WIKI has this as a resource now Formed a Project Board to oversee the process unions, specialist schools, client groups, carers Extensive Consultation with clients and service providers 100 clients at focus groups, 80 surveys, one to one support, 4 public sessions with over 400 people Visited 4 other Local Authority Sites Spoke to Employers

8 What we found out People wanted a service that led to employment and progress Volunteering and training helpful, but not the goal People wanted paid the going rate for a real job People did not want ‘made up’ jobs

9 What we did next We adopted the Scottish Government’s five step Supported Employment Framework for place and train model We put out a Public Contract Scotland specification Staff ratio of maximum 20 clients Pan disability PDA qualifications at 50% on start Employment outcome expectation for every 7k invested – 125 new jobs Outcome payment model Specific welfare benefits service Commissioned a new 4 year All In Edinburgh service

10 Project SEARCH Edinburgh Project SEARCH is led on by the City of Edinburgh Council as the host employer as a follow on from consultation It is partnership working between City of Edinburgh Council, NHS, Edinburgh College and Intowork offering intensive work based support leading to employment A Big Lottery application was secured to offer 60 places
