Saint Petersburg has a variety of branch and potential inter-branch clusters, which are competitive at the international level, including informational technologies, optical electronics, instrumental engineering, automobile industry, shipbuilding, transport, composite materials science, etc. 3 3

5 Trans-Eurasian corridor “Razvitie”
This large-scale project aims at forming of most important components of the new technological and industrial, social and cultural structure on the territory of China, Eurasian space, Europe. Basic elements of this structure are integral and infrastructural system (multi infrastructure). The mission of Russia as a state of civilization today is forming of a new generation centre of the world’s wealth on the basis of integral infrastructure of the new generation on the Eurasian space.

6 Main features and basic approaches of the Trans-Eurasian corridor “Razvitie”
The transition from the development of the internal areas of different countries on the basis of internal infrastructure development projects of these countries to the development of these territories on the basis of joint development projects of trans-continental infrastructure. The ideology of development of territories is not based on economic growth (i.e. on the growth of economic indicators), but on a project basis of including these lands in the development of trans-regional, trans-country and trans-continental infrastructure. Within the framework of this ideology, economic growth is not quite abolished, but only rises to its rightful place, and is sub-indicator (and one of them) of the success of the project. Designing different types of infrastructure (social and cultural, technological, innovation, industrial, financial and investment, external and internal security, political) that are integrated into a single system. Joint development (i.e., at the same time-united, mutually supported, coordinated), primarily of those areas that lie between the end (terminal) points of this infrastructure.

8 Conditions of the cooperation international network formation
The availability of the following is necessary: Rules of conduct for cooperation members. Business-processes for specialist cooperation during cooperative project implementation. A unified informational environment providing access to the electronic documents of the project and cooperation network resource databases. Technical and software distribution of the specialists work for a cooperation network on the basis of various Internet resources. Qualified specialists in different technical areas, whose competences should correspond to modern industrial standards; formation of the international Qualifications assessment system, appropriate education programs. Modern software and industrial equipment allowing to produce competitive products; innovative infrastructure. 8

11 The Centre of dynamic tests
The centre's main activities are: research of the upper constructions of railway roads, highways, runaways, taking into account the load, velocities, climate factors and other conditions. Practical and theoretical research of different types of constructions and their elements for the upper roads constructions: motor and railroads, airports, undergrounds, taking into account the influence of loads, velocities, climate factors and other conditions. Theoretical research in the area of different types of materials and construction elements of the upper road construction implementation, including elastomeric materials (roadbed base plates, under-sleeper shock absorbers, rail brace sleepers) and also geotextiles and geogrids. On-site and dynamic testing of different constructions of the upper road constructions and components, checking and approving project solutions. “Institute of polymers” cooperates with Munich Technical University Laboratory, Germany 11

12 The Centre of dynamic tests - testing site
At present, requested dynamic tests are ordered in foreign countries, and the presence of a Russian centre will allow to make import substitution of these services and provide unique possibilities for foreign companies (test for extreme temperatures from +60° to - 60°). The centre of dynamic tests will allow to test the working capacity of transport constructions, knots and materials in conditions of acting operational loadings and environmental conditions inherent to various regions of Russia and other countries. 12

Project summary: Construction materials Nanocentre aims to develop the innovative infrastructure in the sphere of nanotechnologies by organization of different types of production and technologies development. Project Team: Institute of Polymers, SPbSU, CSRI named after A.N.Krylova. Market Opportunity: Polymer coating Solutions for Railway transport, Water canals, Housing and communal services, Shipbuilding, Real Estate, other services. The Model: Nanocentre will provide services and technology support to customers and will develop and transfer technologies to market through creation of 5-7 companies per year and licensing technologies for customers. RUSNANO rents scientific equipment to the Company. Status: Creation of the Companies – Asset Holder and Managing Company and providing services and technology support. Exit Strategy: sale to big customer (military-industrial complex, shipbuilding, transport, building, research centre) or a large-scale producer and/or provider of raw materials.

Polymer cluster companies took part in experimental area creation for polymer items and the other polymer items within the framework of Federal target program “Industrial complex development …of the Russian Federation” and with assistance of the Ministries of the Russian Federation production made of UHMWPE that can be applied to hydraulic systems, elements for air purification, anti-frizzing systems and coatings by the flame spraying method. 16

17 Requirements of SUE “VODOCANAL”
Antibacterial coatings should be used at large metal and betony items (reservoirs)‏. Coating should have low friction factor, high adhesion and chemical persistence. All materials should have expert advice for being used at water supply infrastructure. Coating should be used during reconstruction of drinking water reservoir at the water-tower. Exploitation period of such covering at least 5-10 years.

19 March 16, 2017 within the framework of the First Saint-Petersburg International Labour Forum the round-table “Saint-Petersburg is the global city. Participation of the Saint-Petersburg knowledge-intensive companies in the development of Eurasian space, Russian-Belarusian cooperation and international projects. New peopleware for digital economy” was held where the issues of innovative projects peopleware were discussed with participation of FINEC. The result of these events was the proposal of Aleksi Randell, Mayor of Turku/Finland, to lead a round-table on integration of national labour markets in the conditions of continuously changing needs of peopleware with participation of experts from Russia, Finland, Sweden and Germany within the framework of the visit of Saint-Petersburg Government delegation on May in Turku and to act as co-organizer and lead partner in international projects.

20 In preparation for this event a working meeting of Russian and international experts was held on April 19, 2017 with the support of S.N.Movchan, Vice-Governor of Saint-Petersburg. During this session the first results of Nanoindustry specialists Qualifications assessment centre activity based on Plant “KP”, LLC were presented. Qualifications assessment centre (QAC) based on Plant “KP”, LLC was established within the framework of implementation of Federal Law “About qualifications independent assessment” №238 signed by the Putin V.V., President of the RF, on July 3, 2016. In 2016 QAC based on Plant “KP”, LLC obtained a certificate of compliance for qualification assessment in the form of a professional exam according to professional standards: “Specialist for Nanoindustry innovative products standardization”, “Specialist for nanostructured polymer materials manufacturing complex control”. In 2017 it is planned to expand activities of QAC based on Plant “KP”, LLC for developed professional standards.

21 April 20, 2017 within the framework of the Saint-Petersburg Industrialists and Entrepreneurs Union discussion about Saint-Petersburg Strategy-2030 Poltavchenko G.S., Saint-Petersburg Governor, visited joint stand of Polymer cluster companies and IMC RAS where the results of QAC activity on the cooperative project implementation were shown. Governor noted the importance of this projects for industrial development of the city and marked the significance of training complex solutions development within the frame work of international cooperation. Poltavchenko emphasized that it will be a step towards the implementation of the Arctic areas development objectives that were marked on March 29-30, 2017 in Arkhangelsk at the IV International Arctic Forum “Arctic: Territory of Dialogue”.

22 Within the framework of the Saint Petersburg Governor visit, the 4-sided cooperation agreement in the sphere of national qualification system development, including the assessment of qualifications, between the Saint-Petersburg and Leningrad region ANO “Human capital development agency”, Nanoindustry professional qualifications Union, Qualifications assessment centre and Saint Petersburg Electrotechnical University "LETI” was signed with participation of D.S.Cherneyko, Head of the Saint-Petersburg Labour and Employment Committee.

23 Cross border cooperation under the European Neighbourhood Instrument (CBC ENI).
“Development of the labour market, the creation of professional standards, special training programs, and more” The result of the events was tentative agreement on the preparation of CBC-program application for implementation of international project (Russia, Saint-Petersburg/Finland, Turku/ Sweden, Stockholm, Germany, Hamburg) of national labour markets cooperative research, development of professional standards for high-tech international Arctic cluster production and appropriate education programs. It was emphasize that cooperation will be especially important in terms of creating investment information portal. Also project format will also create a pilot production site in close cooperation with relevant universities that allows to realize its practical part namely: development of devices with nanostructured composite bodies using new professional standards and testing it in Arctic conditions. At the same time qualifications assessment of trained specialists will confirm quality of production, professional standards and education programs. It is planned that the Saint-Petersburg Polymer and Composite clusters will be the project partners. Coordinator of the program, given the considerable experience of international projects for training in the Northwest region, will be Saint-Petersburg state University of Economics. 24 CBC ENI. “Development of the labour market, the creation of professional standards, special training programs, and more” The overall project theme – “National labour markets under conditions of ever changing peopleware needs» was supported by all participants of meetings. Two main directions were marked: development of professional qualifications for Arctic, development and innovation management through the creating of values for improving innovations in large corporations. In order to implement stated directions, cooperative development of programs (MBA) for training specialists at high-tech production in Arctic conditions is proposed. Reference: it is planned in the near future to complete special agreement on formation of transport-resource high-tech solutions cluster (subsea production system) for developing Arctic based on the Saint-Petersburg Government conception between Saint-Petersburg and “Gazprom”, PJSC as a potential anchor customer for future products. It undoubtedly will require development of appropriate training programs that was confirmed at the meeting with international partners on April 19, 2017 by one of the developers of this conception O.V.Samovarova, Group of companies “SPG” managing partner.

25 CBC ENI. “Development of the labour market, the creation of professional standards, special training programs, and more” For the next direction, stable innovative ecosystems development for identifying and promoting research and development, it is proposed to create complex professional standards which describe sectoral activities as well as take into account management competencies required for specialists that design and develop innovative products under conditions of complex project management. It will contribute to product demand formation as well as guarantee product quality.

QAC is marked as lead partner for CBC application formation “Development of the labour market, the creation of professional standards, special training programs, and more”.

27 CBC ENI. “Development of the labour market, the creation of professional standards, special training programs, and more” Coordination between Scientific Centers, Universities and Clusters-developers of international professional standards can be carried out by the Russian-German Institute of Polymers established under the Transform program in cooperation with the Polymer Center in Würsburg, Germany. Institute of Polymers has an experience that allows to carry out a large number of scientific papers for the Russian Railways, obtain 20 patents and interact with about 30 scientific and university centers around the world. Institute of Polymers was the first in Russia to create the Professional Standard of a Fracturing Engineer and registered a specialized training program by Saint-Petersburg Government Department. The joint Russian-Belarusian training and engineering center was visited by the Prime Minister of Belarus Kobyakov, the state secretary of the Union State Rapota, the vice-governor Movchan and others. Institute of Polymers developed innovative technology for UHMPE processing and jointly with IMC RAS created fixing element on the basis of thermoplastic thermal-resistance polymers.

28 We are convinced that the final documents of the meeting “Сooperating with Russian partners-building on the past, looking to the future” in Turku on May 22, 2017 relate with the impact investment definition (investments into companies, organizations, funds, aimed at reaching measurable, useful to the society and environment results, along with financial profits, which create social-economic and sociocultural institutes) and it will be interesting for discussion at the events of the Saint Petersburg Days in Turku, SPIEF 2017 and at the First Arctic Summit 2018 in Finland in the future.
