1 HRBA Project Planning Steps Moving Towards Clear Project

2 Goals and Contents of the Presentation To understand how move from capacity gaps to identification of priority actions To understand the importance of partnership analysis To give guidelines on moving from project design to implementation in HRBA To learn about Monitoring and Evaluation in HBRA

3 Steps of Analysis The project planning in HRBA can be divided into seven main steps: Understanding the structure: 1.Situation analysis 2.Causality analysis 3.Role pattern analysis 4.Capacity gap analysis Moving towards clear project: 5.Identification of candidate strategies and action 6.Partnership analysis 7.Project design

Identification of Candidate Strategies and Action 1 Steps 1 to 4 gave us a clear picture of the problem situation summarized in the following questions: 1.What are the main basic/root causes of the identified problem to be addressed? 2.Which and whose rights are violated? 3.Who are the main duty-bearers who have a role and obligation to respect, protect, and fulfill these particular rights and 4.What is their capacity to carry out their duty-bearer roles

5 5. Identification of Candidate Strategies and Action 2 Step 5 helps us identify where we should focus our efforts to maximize the impact of our project All targets in HRBA project should focus on narrowing or closing the capacity gaps of rights-holders and duty-bearers (Common Understanding #3)

Identification of Candidate Strategies and Action 3 Most effective strategies are always dependent on the situation and your organizations capabilities: 1.What capacity gaps are the biggest obstacles hindering the realisation of the right? 2.What are your strengths and possibilities in addressing the issue? 3.What solutions are the most effective considering the limited resources?

Partnership Analysis Typically there are multiple organizations working on the same problems, possibly even in the same area – In partnership analysis aim is to identify the key actors working in the same field and what their goals and strengths are Work to establish partnerships to: 1.Discover synergies to benefit all the partners 2.To avoid unnecessary overlaps 3.To ensure maximum development impact

8 7. Project Design Last step is to gather the priority actions into specific project with clear project objectives – With all the goals of the project clearly defined – With indicators to evaluate the implementation and to monitor the results

9 Project Implementation: Recap Same principles that guided our planning should guide our implementation 1.All the relevant stakeholders should be involved 2.Action should be focused on empowering the rights-holders and strengthening the capacities of duty-bearers 3.Meaningful participation should be the guiding principle, along with the other human rights principles

10 Question Why is monitoring and evaluation important in HRBA projects?

11 Monitoring and Evaluation M & E forms the basis of accurate reporting on the results achieved and improves our learning – Monitoring allows us to analyze how the project is progressing relating to the set goals – Evaluation systematically measures the impact and sustainability of the project Core issues to be monitored and evaluated: 1.Participation and empowerment of rights-holders 2.Accountability of duty-bearers 3.Change at all levels of society
