16 Two House of Representatives- would represent the people. The # of representatives from each state would be based on population (satisfies large states) Senate-would represent the states. Each state would have equal representation- 2 senators (satisfies small states)

20 Slaves are treated as property, so they should be counted only as property and not in representation. If slaves were to be counted as people in determining representation then they should be made citizens and be allowed to vote. Slaves should be counted the same as any other people in determining representation.

22 Slaves were considered property and slave states had to pay taxes on 3/5 of the slaves in their state 3/5 of the slaves in their state could be counted as PEOPLE in the population when determining representation in Congress. Congress could not tax exports to other countries. It could not interfere With the slave trade for 20 years (1808). The fugitive slave clause required that escaped slaves had to be returned to their owners.

Today the people choose their state’s electors. *Originally, the candidate receiving the most votes became President & runner up was VP. Today President and VP are elected together.
