4 Schools Funding Background and Context Over 25 years of ‘devolved management of budgets’ Over 10 years since Dedicated Schools Grant introduced Schools Finance Regulations set out how funding is calculated and administered (part of Schools Standards and Framework Act 1998 requirements)

5 Background and context cont… DFE Consultation March 2012 - ‘School funding reform: next steps towards a fairer system’ 1 April 2013 – fairer funding system introduced: – Simplified formula requirements – DSG allocations in 3 Blocks – Restricted ‘central’ budgets

6 Background and context cont… Policy direction towards ‘national’ funding remains Use of national data sets for calculation of local funding formula allocations No inflationary increase to schools funding for a number of years Additional £390m funding identified for allocating to ‘least fairly funded’ local authorities allocated in 2015 - remains

8 Update for 2016-17 - National November 2015 Spending Review: – Core schools budget protected in real terms – Per pupil levels will be maintained in cash terms – Savings of £600m from Education Services Grant – Plans to consult on a national funding formula for schools, early years and high needs early 2016 – Universal Free School Meals Funding continues (no announcement re small school element)

9 Disadvantaged pupilsPupil premium per pupil Pupils in year groups reception to year 6 recorded as Ever 6 FSM £1,320 Pupils in years 7 to 11 recorded as Ever 6 FSM £935 Looked-after children (LAC) defined in the Children Act 1989 as one who is in the care of, or provided with accommodation by, an English local authority £1,900 Children who have ceased to be looked after by a local authority in England and Wales because of adoption, a special guardianship order, a child arrangements order or a residence order £1,900 The Pupil Premium Grant per pupil for 2016 to 2017 is as follows:

10 Update for 2016-17 - Local Formula Factors Changed: Basic pupil amount primary – up £5 per pupil Basic pupil amount KS4 – up £60 per pupil Block Sum – secondary reduced by £12,500 Early Years Formula Changes: Quality Supplements removed Deprivation supplement reduced to 30p per child per hour Data changes: IDACI rankings have been updated – less number of children in North Lincolnshire in most deprived areas

11 Considerations for Schools Additional staffing costs – NI, Pensions, Living Wage Changes to other grants (ESG for academies) Change in the scheme of finance relating to the register of business interests and relationships between governors and school staff and the publication of the register on website Forthcoming white paper and national funding formula
