2 Brief Introduction “Jal Kranti Abhiyan” is being celebrated to consolidate water conservation and management in the country through a holistic and integrated approach involving all stakeholders, making it a mass movement. With a rapidly growing population and increasing needs of a fast developing nation, coupled with likely adverse impact of climate change, per capita availability of water would be declining year after year which is likely to lead to water conflicts among different user groups as well basin states. There is an urgent need to promote as well as to consolidate the activities of water conservation, optimization of water use efficiency and water demand management in the country through a holistic and integrated approach. Or in other words: we need “Jal Kranti Abhiyan” throughout the country 2

6  CRITERIA FOR CATEGORIZATION Over-Exploited (OE) : Stage of Ground water development - >100%. Significant decline in long term water level trend Critical : Stage of Ground Water Development - >90% and <=100%. Significant decline in long term water level trend Semi-Critical : Stage of Ground Water Development - > 70% and <=100%. 8 Objectives Strengthening grass root involvement of all stakeholders including Panchayati Raj Institutions and local bodies in the water security and development schemes (e.g. Participatory Irrigation Management (PIM); Encouraging the adoption/utilization of traditional knowledge in water resources conservation and its management; To utilize sector level expertise from different levels in government, NGO’s, citizens etc; and Enhancing livelihood security through water security in rural areas 8

9 Jal Kranti Abhiyan was successfully launched throughout India on 5 th June 2015. Jal Gram Yojana Jal Gram Two villages, in every district preferably being a part of dark block or facing acute water scarcity, shall be selected as “Jal Grams” An Integrated water security plan, water conservation, water management and allied activities shall be undertaken for the villages to ensure optimum and sustainable utilisation of water. 18

19 Jal Gram Yojana Selection of Jal Gram District level Committee shall identify two Jal Gram for every district. To select the Jal Gram, decision support tool uploaded by CWC on its website may be used. District Committee would keep State level Committee informed of the selected “Jal Gram”. 19

26 Jal Gram Yojana The broad activities proposed under Jal Gram Yojana are Selection of two villages facing acute water scarcity as “Jal Gram” Preparation of a comprehensive integrated water security plan for each Jal Gram. Preparation of Schemes by line departments as identified in the water security plan. Implementatio n of the works by the concerned line department on priority basis. Creation of Jal Mitra/ Neer Nari – a cadre of local professionals by imparting suitable training Preparation of Sujalam Card for each Jal Gram to provide yearly status/ information on quality of drinking water Handing over to Water Users’ Association/ PRIs after completion of the works for its operation and maintenance 26

28 2.Model Command Area A model command area of about 1000 ha has to be identified Model Command Area shall be selected from an existing/ on- going irrigation project in the state where funds for development are available from various schemes Selection of Model Command Area shall be done by Ministry of Water Resources, RD &GR in consultation with the State Govt. 28

30 3. Pollution Abatement The programmes identified under pollution abatement are Water conservation and artificial recharge Ground water pollution abatement Dedicated programme for construction of arsenic free wells in selected areas and capacity building programme 30

Mass Awareness Programe The focus under this programme shall be on: Use of Social Media like facebook, Twitter etc., print media, radio and television to spread awareness Awareness programme for children and adult International Water user Exchange Programme Specific Activities targeting the policy planners and other activities like conferences, workshop etc. 32

34 5. Other Activities States shall be encouraged to adopt State Water Policy in line with National Water Policy 2012. They shall also be encouraged to set up/strengthen State Water Resources Council and State Water Regulatory Authority Evaluation studies for impact assessment. Allotting Unique Identification Number to every water body from data available on WRIS (Use of space technology for mapping of water). Real time river flow monitoring showing live picture of the flowing water shall be developed by CWC. Any other activity related to impact study, innovative technology for saving water taken up by State Level / District level Committee 34

35 Funding Arrangement This is a convergence Programme. No separate funding is proposed. Expenditure on various works proposed to be taken in each Jal Gram would be met from existing schemes of Central/State Governments, such as: Pradhan Mantri Krishi Sinchai Yojana,Repair, Renovation and Restoration of Water Bodies,Integrated Watershed Management Programme,Mahatma Gandhi National Rural Employment Guarantee Scheme,Information Education and Communication,Implementation of National Water Mission,Accelerated Irrigation Benefit Programme (AIBP),Dam Rehabilitation and Improvement Project, etc. Some funding for Information, Education and Communication activities shall be done by Mo WR, RD & GR. However, State Governments shall also utilize the funds available with them for carrying out similar activities. 35
