1 Preparing All Staff Members for a Successful Test Administration Period

2 Materials arrive in buildings March 27-31 Administered Tuesday, April 1 st – Thursday, April 3 rd Make-Up period is Friday, April 4 th – Tuesday, April 8 th Can stagger start times to maximize staff/space All grade levels must be assessed at the same time Make-up days are strictly for making up the parts of the test students miss due to absences Have a method of tracking student attendance for each session and make-up session Each room must have 2 proctors (test accommodations rooms may have a floating proctor among them as the 2 nd proctor) You must test at least 95% of your students for accountability purposes

3 There are 3 test booklets as opposed to 4 last year for ELA

19  2 proctors per room/group focusing on testing of students  Maintain test security at all times before, during, and after exam  Ensure physical conditions in the room are appropriate for testing  Make sure materials are appropriately distributed to each student  Follow all test administration procedures

20  Assist students with emergencies & restroom breaks during testing  Monitor students to ensure they are following directions, performing the required tasks, bubbling correctly, and not sharing responses (ensure that students complete the whole assessment)  Follow appropriate procedures when providing accommodations to students with disabilities and students identified as LEP/ELL, if applicable.  Report all testing irregularities to the principal  Maintain student confidentiality

21  Familiarize themselves with the directions for administering and proctoring NYS 3-8 assessments  Enforce the Department’s regulations for administering examinations Each proctor must sign the Deputy and Proctor Certificate to indicate that the rules and regulations for administering examinations were properly observed

23 Circulate around the room during the administration of each examination to ensure that students are recording their responses to examination questions in the proper manner. Proctors may point out: When one or more answers are blank When students have left one or more answers blank If students do not appear to recording answers in the right place If students have provided more than one answer for a single multiple- choice question

24 Become familiar with any test accommodations for students with IEPs/504 Plans Be trained on how to appropriately administers tests with these accommodations Supervise students at all times Ensure that students aren’t cheating Warning Move to another location Notify principal Collect any cell phones/electronic devices from students prior to test session

26 Direct the student to turn it off immediately Direct the student to hand it in to you Notify administrator as soon as possible Allow student to finish the test Procedural outcomes Principal makes final determination If yes, test is invalidated No score for that student

27 Comment on the content of an answer Tell the student if an answer is right or wrong Advise students to “look again” at that answer Change students’ answers once the test is handed in Look over papers to “correct” and get an idea of how students did

28 No one, under any circumstances, including the student, may alter the student’s responses on the test once the student has handed in his or her test materials. Teachers and administrators who engage in inappropriate conduct with respect to administering and scoring State assessments may be subject to disciplinary actions in accordance with Sections 3020 and 3020-a of Education Law or to action against their certification pursuant to Part 83 of the Regulations of the Commissioner of Education.

32 Mandatory Reporting of Testing Improprieties by Adults The Department's Test Security Unit (TSU) handles all reports of testing improprieties by adults involved in the administration and scoring of State tests. School officials and personnel are required to report any incident of testing misconduct by an educator or other adult involved in testing. Reports should be made via the TSU website at http://www.highered.nysed.gov/tsei by submitting the incident report form located on the main page under “Report Educator Test Fraud.” The following are examples of improper testing conduct that must be reported to the TSU:

33 Impromptu lessons before or during the test Changing student answers Instructing someone else to change a student’s answers

34 Cell phone incidents Confirmed cases of student cheating Emergency evacuation of a building Lost test booklets/answer sheets Providing inappropriate tools/testing accommodations to students Administration outside of the testing window Providing students with other nonstandard testing administrations

35 In the event of a suspected security breach/testing irregularity, please contact your school administrator immediately for review. School administrators should contact Joyce Schultz, Director of Testing, as soon as possible to review the incident and determine next steps. 262-8328
