 Access to services  Creating an enabling environment  Work with range of stakeholders:  opinion leaders,  community or religious leaders  police and local government.  Peer education strategies  Forming groups to implement projects.

The Strategy focus that the Government expects from NGOs is: 1. Prevention – To ensure that information is available to those that need it. 2. Care and Support –availability of care and support services for people infected / affected by HIV/AIDS. 3. Capacity Building – Strengthen capacity of various stakeholders 4. Research – To help feed in to ongoing programs. 5. Communication – Increase the use of mass for HIV/AIDS prevention and impact mitigation. 6. Surveillance – to monitor impact and feed into future programs.
