New M&E Requirements Increased Accountability USA versus South Korea

Why?? Increased Attention –The White House, the Congress, the Press, other stakeholders Weekly testimony or meetings with staffers 245 Q & As last year Increased Resources – Congress, the Global Trust Fund

As a result … Greater Scrutiny –GAO –OMB –Inspector General

More Congressionally-Mandated Reports 2001: Three HIV/AIDS Reports – HIV/AIDS – Mother to Child Transmission – Orphans & Vulnerable Children 2002: Three HIV/AIDS Reports – HIV/AIDS – IAVI – Global Fund 2003: Eleven HIV/AIDS Reports in the Draft Legislation

But currently… Can’t report on a set of standard indicators at the national level Can’t show consistent trend over time Can’t show progress systematically at the project level

In response … Expanded Reporting Requirements National HIV Sero-prevalence Rates – ( BUCEN) National Level Change in Sexual Risk Behavior – ( DHS+) USAID-Assisted Program Progress & Coverage – ( Synergy)

HIV/AIDS Seroprevalence Rates By 2007, annual reporting for all rapid scale up and intensive focus countries Rates for year olds USAID collaborators - CDC, WHO, UNAIDS have the lead in strengthening national surveillance systems

National Change in Sexual Risk Behavior First standardized national survey by 2002 or 2003 Repeated at least every 3-5 years Report on –Number of sex partners –Condom Use at Last Risky Sex –Median age at First Sex

USAID -Assisted Program Areas Condom Social Marketing – Condom sales -VCT Programs –# clients –# VCT centers STI Services –# clients –# clinics OVC Programs –# care –# Programs MTCT Programs –# H+ ARV –# facilities Care & Support –# H+ Receiving care –# programs ARV Treatment ARV

Not all Reporting Indicators Should Be Performance Indicators Missions need to collect & report on all the relevant standard indicators Missions should not automatically use these indicators as their performance indicators Some reporting indicators will be –above manageable interest – move too slowly to achieve measurable change within strategy period

To Achieve National Impact Does not require covering all populations and all geographic areas, especially in low prevalence countries Does require identification & estimation of critical population Does require reaching and targeting critical populations

Surviving Audits Pay attention to your PMP –Complete –Up to Date Understand requirements for quality assurance Document, document, document

USAID/W Assistance Let us know your needs We can assist –virtually –directly - TDY help from GH, AFR and CA staff –training –some support for surveys and other data collection

But please … Priority countries will need to use portion of their increased budget on M&E!

Don’t forget the 3 Cs! Collaboration Coordination Cooperation UNGASS, Millennium Development, Global Trust Fund, World Bank MAP, Expanded Response

We are only an away!!!
