Support and develop culturally appropriate HIV/AIDS health care services in underserved and low resource areas around the country by: –Supporting local community planning –Expanding health care capacity and infrastructure –Targeting services to special populations –Training providers to help prevent high risk behaviors that lead to HIV transmission
