High Performance Building Standard Regulations

Topics Covered Today What are they? What projects do they apply to? How does it affect a project?

What Are They? CGS 16a-38k   Legislature mandates high efficiency buildings RCSA 16a-38k 1-9   OPM developed standards with the help of DPW + DPS + others   Standards use LEED as a basis   Require certain LEED points be mandatory CT Building Standard Guidelines Compliance Manual for High Performance Buildings   Describes in detail how to comply with the Regulations

Do They Apply to My Project? Four Applicability Categories 1. 1.New Construction of State Facilities   Projected cost > $5M   All project bond funds are allocated after Jan 1, Renovation of State Facilities   Projected cost > $2M   All project bond funds are allocated after Jan 1, New Construction of Public Schools   Projected cost > $5M with > $2M state funding   Funds authorized on or after Jan 1, Renovation of Public Schools   Projected cost > $2M with > $2M state funding   Funds authorized on or after Jan 1, 2009

The Basics Mandatory Requirements - RCSA 16a-38k-3 (a) – (l) 12 Items which Must be included in the Project Optional Requirements – RCSA 16a-38k-4 26 Additional items which need to be included in the Project Mandatory School Project Requirements – RCSA 16a-38k-5 6 Additional items which MUST be included in K-12 school projects Reporting Requirements – RCSA 16a-38k-8 6 Reports need to be submitted at various stages of the project Exemption Requests – RCSA 16a-38k-9 For projects where the cost of compliance outweighs benefit

Required Points Commissioning Enhanced Commissioning – 3 rd Party from Concept to Post Occupancy Integrated Design Process Closely linked to Commissioning – design team meets throughout design Energy Performance – 21% better than ASHRAE Energy Star Products All products that have an Energy Star Category Indoor Air Quality Management Plan BMPs for mold prevention Water Usage Conservation Low flow fixtures, etc.

Required Points Cont’d Recycling of Materials Providing recycling facilities within the design, not reuse of site matierals Erosion and Sedimentation Control Stormwater pollution prevention plans No Smoking Policy State policy except in designated areas Integrated Pest Management Plan Operational ongoing pest mitigation planning CFC Based Refrigerant Use Design should be based on non-CFC refrigerants Minimum Ventilation Requirements Follow ASHRAE 62.1 requirements

Optional Points Two Compliance Paths Attain LEED Silver Certification DPW Policy Objective OR Include 26 additional Items from Building Standard Options List Energy Efficiency and Renewable Energy Indoor Environment Water Efficiency Recycling, Reuse and Sustainability Site selection and Development Operations and Procedures / Innovations

Additional Mandatory Requirements for Schools Applicable to Technical High School and Magnet School Projects Acoustic Standards CGC-285g Properly Locate Outside Air Intakes Electronic Ignitions only on all gas appliances Use of Low VOC materials Environmental Assessment of Building Site HEPA Vacuuming of soft surfaces prior to occupancy

Reporting Requirements Reporting Requirements Six Reports Award of Design Contract Letter Design Development Phase Completion Report Construction Document Phase Completion Report Construction Substitution Report Pre-Occupancy Commissioning Report Post-Occupancy Commissioning Report

Exemption Process DPW Goal = 100% Compliance Examples of projects which may be exempt - single trade renovations, special use or utility space projects Consultant will prepare a Pre-Design HPB Feasibility Study - Cost benefit analysis comparison of desired project and a compliant project Final approval by OPM
