September 2005 DEA: First National Workshop 4 Centres in 6 African countries: MFC, Mali ENDA, Senegal KITE, Ghana CEEEZ, Zambia TaTEDO, Tanzania EECG, Botswana

September 2005 DEA: First National Workshop 5 Immediate Objectives to establish and apply an Assessment Framework for evaluating development and poverty impacts of energy interventions to engage in a dialogue with energy policy makers and other stakeholders on the basis of the framework, with a view to incorporating these issues in energy policy.

September 2005 DEA: First National Workshop 6 Why an Assessment Framework? Energy access is a necessary but insufficient input for development Energy access helps to achieve MDGs How much? How? Can it be measured and documented? Could it help us design projects that have more development impact? Could documented evidence of development impact help obtain more funding? Could it encourage more inter-sectoral cooperation? How can such information help policy makers and other stakeholders?

September 2005 DEA: First National Workshop 9 How does information about project success or failure and impacts get incorporated into policy? How does experience from real project outcomes (success, failure, impacts) play a role in new project formulation and implementation? What kind of information could be useful to policy makers? How can this information come to the attention of policy makers/stakeholders? Information on project impacts and the policy process
