Web portal predlagam.vladi.si (“ my.suggestion.gov.si ”) Involvement of citizens in the decision-making process with the help of new technology tools.

In 2009 the Slovenian Government launched a new channel (web platform) for direct communication between the government and Slovenian residents as well as among citizens themselves. The primary purpose of the new channel is to encourage citizens to express their opinions, suggestions and proposals for the regulation of certain substantive issues. Citizens can: -express their opinions, suggestions and proposals; -call for a systemic government solution, resulting eventually also as an e-government service.

How it works? Citizens' proposals are presented publicly and enter into a public debate. -Suggestions that get the support of the majority of people voting get a public response of a competent authority in no later than 30 days. -If the proposed solution is identified as a valid one, it follows through with the change in the policy or regulation of the issue.

The channel is not just an electronic tool through which Slovenians can simply comment on various governmental decisions and actions. The initiative is expected to gear residents in order to bring to government's attention any public issue that, in their view, calls for a systemic government solution.

Results more than 9000 registered users: generated more than 5000 proposals published around 7000 comments. more than 1200 proposals that received the highest support online were forwarded to the competent authorities, more than 1000 already with the responds. “Only” about 20 proposals were implemented by the government

Conclusion many "active citizens" are disappointed about this results there are a lot of inadequate proposals like: -proposal to introduce a mandatory IQ test before placing candidates on the electoral lists -proposal for the cofinancement of travel expenses (airline tickets) for flying to the World Cup in South Africa At the end it is still a useful tool that allows citizens to contribute and give them space to express their opinions.
