(e) Quality of Project Personnel The Secretary considers the quality of the personnel who will carry out the proposed project. All of the following factors are considered: 1. Encourages applications for employment from persons who are members of groups traditionally underrepresented… 2. Qualifications…of key project personnel

Selection Criteria (e) 1 The extent to which the applicant encourages applications for employment from persons who are members of groups that have traditionally been underrepresented based on race, color, national origin, gender, age, or disability.

Recruitment and Hiring What are tribal policies and procedures? Where will you advertise and recruit staff? What are interview/hiring processes? Criminal/Background check?

Preference in Employment Preference in employment must be given to American Indians, with a special priority being given to American Indians with disabilities. 34 CFR (b)
