3 FACTOR 1 CAPACITY OF APPLICANT AND RELEVANT ORGANIZATIONAL EXPERIENCE - 40 Points 3

4 FACTOR 1 SUB-FACTORS a.Description and Expertise of Staff: 25 points new applicant; 20 points current FHIP grantee b.Organizational Experience: 15 points all applicants c.Performance on Past Projects: 5 points, Prior or current FHIP grantee only This maximum score of 100 can be reached whether you are a new applicant (a potential FHIP) or a current FHIP Grantee. 4

Description and Expertise of Staff Worth up to 20 points for current grantees and 25 points for new applicants Summary of each PROGRAM staff person and his/her fair housing related expertise (no resumes or job description)  Provide examples that demonstrate the broader impact of the individual’s fair housing activities that focuses on the transfer of fair housing knowledge and experience. Include a full staffing plan. 5

Description and Expertise of Staff (cont’d) Narrative staffing plan criteria: 1.outline staff expertise and employment of staff 2.include staff names, position, and time allocation per staff member for each project. 3.highlight all staff fair housing experience and qualifications 4.Identify the Project Manager (PM) or staff person that will devote a specific percentage of time to the proposed project for which you are applying. 5.Previous FHIP grantees must identify grant awards, previous staff assigned to the project and the devoted time. 6.Identify position & required qualifications of proposed future hires and contractors. 6

7 1.b. Organizational Experience – All Applicants (15 points) In all cases, applicants should:  Show that your organization has conducted past project(s) similar in scope and complexity (whether FHIP funded or not) to the project proposed in your application.  Describe projects conducted in the last 3 years.  Describe activities readily transferable to proposed project. Every initiative and component requires that different aspects of your organizational experience be presented in a specific way. See pages 29 through 30 of the FY2013 FHIP NOFA for these specifics. **If the GTR Final Performance Assessment Report was conducted prior to FY2008, the applicant will be considered a new applicant. Also, FY2011 and FY2012 applicants will be considered new applicants.** 7

8 1.b. Organizational Experience (cont’d) PEI – Multi-Year - Specify how FY2013 Funds include capacity to conduct systemic investigations. FHOI – CDGC - Previous ENOC recipient must describe your FHOI-ENOC history (funded entity and their support) and how funds were used to build your capacity. FHOI-ENOC - Provide statement of your organization’s ability to build the capacity of another organization or new fair housing organization. EOI - HEC - Describe your ability to implement, support and work with community groups to provide quality fair housing education and outreach and how you would develop academic curricula. 8

Performance on Past Projects – Current Grantee Applicants HUD will assess your organization’s past performance based on your most recent GTR Final Performance Assessment Report rating for FHIP received from your HUD GTR. Those receiving FHIP funding in FY2011 or FY2012 are considered new applicants. 9 Excellent = 5 pointsGood = 3 pointsFair = 1 point

11 FACTOR 2 NEED/DISTRESS/EXTENT OF THE PROBLEM - 40 Points 11

12 FACTOR 2 Under this factor, applicants must describe and document the fair housing need(s) in the projected area. Applicants should reference and support the organization’s need to complete the proposed project, including but not limited to: 1. Describing the specific need for the proposed project 2. Describing the continued project (i.e. what imminent adverse consequences will happen to persons in the protected class if not selected for funding) 3. Link between need and activities 4. Expected outcomes Each initiative and some components require different inputs for Factor 2. Find what is needed on pages 31through 34 of the FY2013 FHIP NOFA. 12

13 FACTOR 2 (cont’d) Identify the geographic area and populations to be served. Identify the potential consequences of non-funding and why, in light of other on-going fair housing efforts, additional funding is necessary in the targeted area. 13

14 Please remember, per the NOFA, points will be deducted for applicants that provide detailed studies, including copies of Consolidated Plans, Fair Housing Studies, etc., since there is an 8 page limit. Again reference the information by letting us know where the studies can be located and identifying the document. Include how you plan to address the Affirmatively Furthering Fair Housing (AFFH) needs of the community, and the need for language assistance services in languages other than English. 14 Need/Distress/ Extent of the Problem Tips Need/Distress/ Extent of the Problem Tips
