ISAS Charter Charter had not been reviewed in two years. Streamlined the purpose statement – The purpose of the ISAS is to develop scheduling, tagging, and accounting practices and procedures among participants in the Western Interconnection. Cleaned up the approval process by OC for approving ISAS leadership Adjusted language to ensure meetings are held and scheduled in accordance with WECC meeting policy, and allowing for the meetings to be held either in person or via webinar. 3 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

After-the-Fact Work Group ATF WG presented on an issue which she was consulted on since last meeting. – Issue involved submittal of WIT schedule change request form & generation imbalance – Appendix of tagging guidelines prohibits use of ATF etags to avoid generation imbalance Chair presented statistics and reasons for WIT schedule change requests – ISAS members surprised by reasons – Concern about abuse of ATF/WIT schedule change requests 5 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Interchange Work Group Preschedule Calendar Guideline – Guideline had not been reviewed in 5 years – Discussion centered on whether or not the guideline still provides some alignment with the natural gas scheduling calendar – Additional discussion on the framework provided for the scheduling of the Thanksgiving Day and Christmas holidays – Members feel that the guideline is appropriate and working well and cautioned against making changes to it. – IWG agreed to review the alignment between gas and electricity scheduling 6 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Interchange Work Group Regional Criteria INT-021 (WECC-0108) – Approved in recent ballot pool – Awaiting Board Approval – IWG Chair noted that requirement WR2 provided timelines for confirming NSI with each adjacent balancing authority; timelines did not stipulate a requirement to check NSI at the end of the preschedule day 7 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Interchange Work Group WIT Interchange Authority Backup (WIAB) – IWG chair currently seeking volunteers for table top exercise – Contact IWG Chair Danielle Johnson 8 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Electronic Scheduling Work Group Met to discuss current WIT Wish List – ESWG is planning to conduct a survey of BA operators to ask for any additional improvements that would be beneficial to WIT – Working collaboratively with Peak as Peak works to stand up WIT User group – Future of ESWG will be evaluated after WIT User Group is established. 9 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

Reliability Messaging Tool (RMT) RMT is scheduled to replace WECCNet – likely in Q1 of 2106 Development is complete and quality testing & beta testing is underway. RMT continue the capabilities that WECCNet has currently and adds additional capabilities. ISAS has been interested as WECCNet is an important communication tool 10 W ESTERN E LECTRICITY C OORDINATING C OUNCIL
