2 Membership and Meetings UFAS down one device operator member Will be down two At Large Members by end of 2015 Next meeting dates are scheduled for May 20 th and 21 st in Salt Lake City – USF Task Force on May 20 th – UFAS on May 21 st Pete Heiman will take over as UFAS Chair in March 2015 2 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

3 Lifting 1995 Caps – Passed at October OC 1995 caps be lifted for UFMP Qualified Device compensation Interim solution to collect full amount that WECC members have committed to compensate the Device Operators for their incurred costs Paperwork in process, will have to be filed with FERC 3 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

4 New Assessment Methodology Work Current forerunner has assessments based on BA base charge, then rank by load Avoids double-charging some WECC members Proposing outreach and poll of BA Operating Committee members and a technical session Work on numbers after 16-bucket implementation 4 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

5 We Don’t Want to Use Tags! Incomplete representation of system Doesn’t account for untagged flows Volume of tags makes analysis cumbersome and difficult – very complicated Access to tag data not readily available Could effect longevity of methodology 5 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

6 16 Bucket Guideline Implementation Plan Approved by FERC on May 16, 2014 Implementation upon completion of applicable webSAS changes Must report back to FERC one year from implementation Testing was performed in November & December 2014 1-2 live sessions, rest recorded with slides, starting appoximately Feb. 17 th Go Live date of March 4, 2015! 6 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

8 Path and Device Qualification Status Path 23 is up for Disqualification Review Tri-State Gladstone PST was Qualified as part of UMFP as part of WECC OC Crossover PST currently is unavailable to UFMP 8 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

9 2014 Operating Statistics Plan Year 20 (CY2014) activity as of December 31, 2014 had 2,264 hours of Coordinated Operations of Phase Shifters (COPS) with 986 hours of contributing schedule curtailments Total of 114,825.3 MWhs of Unscheduled Flow relief was provided by curtailments 66 hours of competing path usage to date, Primarily Path 30, Path 36 and Path 66 9 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

10 2015 Operating Statistics Plan Year 21 (CY2015) activity as of January 26, 2015 has 31 hours of Coordinated Operations of Phase Shifters (COPS) with 7 hours of contributing schedule curtailments Total of 186.5 MWhs of Unscheduled Flow relief was provided by curtailments All events thus far on Path 31 and 66 No competing Path Issues at this time 10 W ESTERN E LECTRICITY C OORDINATING C OUNCIL
