FLEET POLICY PASTPRESENT FISHING EFFORT MANAGEMENT INPUT MANAGEMENT MAGP=Set of mid- term targets by segment of fleet. Financing: Tie-up schemes (biological) up to 4% FIFG allocation. Fishing Effort Limitations by fisheries (i.e. recovery plans) Level of reference by national fleet except for outermost regions (MAGP IV objectives). Compulsory scrapping of 3% in 2 years if aid to renewal Financing: Tie-up schemes in excess of 4% FIFG if followed by decommissioning schemes Capacity Management SCRAPPING RENEWAL MODERNISATION FIFG premiums: Capacity withdrawn cannot be replaced (end of program). Entry/Exit regime linked to aid. Public aid to projects that do not concern capacity, even for safety reasons. FIFG Premiums + 20% on recovery plans. Capacity withdrawn cannot be replaced (at any time). Entry/Exit regime not exclusively linked to aid. Aid until Until 2004, aid to projects that do not concern capacity, except for safety reasons, except for outermost regions.

FRAMEWORK REGULATION (R.2371/2002 ) CHAPTER II conservation and sustainability Article 4.2 e) on fixing of number and type of fishing vessels authorised to fish and f) on fishing effort limitations. Article 5. 4 : recovery plans shall include fishing effort limitations … having regard to the characteristics of the fisheries …. Article 6. 4 : management plans may include fishing effort limitations … having regard to the characteristics of the fisheries

Framework Regulation (R. 2371/2002) Chapter III adjustment of fishing capacity Article 11 : adjustment of fishing capacity : decommissioning schemes are required to ensure balance between fleets and stocks. Capacity withdrawn with aid cannot be replaced. Entry of « safety tonnage » possible without penalty.
