2 DCF and reform 1 The topics under discussion are summarised below: MS to collect accurate, timely, reliable biological, environmental, technical, social and economic data and make available to end-users including those designated by the Commission Data should allow assessment of: state of exploited stocks. level of fishing and impact on marine ecosystems. social and economic performance of fisheries, aquaculture and processing sectors. MS to ensure national coordination of data collection Availability of data to public in foreseen but will be restricted by data protection rules

3 DCF and reform 2 contd: MS (with COM) to coordinate data collection in the same region with other MS and make every effort to coordinate with 3rd countries. COM to define a multiannual programme (MAP) from 2014 for data collection, which will be the basis for MS to adopt national annual work plans, with precision targets. The MAP covers: biological, environmental, technical, social, economic data for commercial fisheries by EU vessels recreational fisheries in EU waters research surveys at sea economic data on marine aquaculture (freshwater is still under discussion) economic data on fish processing industries

4 DCF and reform 3 Data collection to be cost-effective. Financial support from European Maritime and Fisheries Fund to be available. Precision targets to be fixed by the Commission after advice from STECF and regional coordination process with end-user input. Penalties for non-compliance with data collection requirements are under discussion and will be implemented in line with the provisions on shared management under EMFF.

5 DCF/DCMAP Process 1 DCF/DCMAP to be brought under common administrative provisions with other structural funds. The Commission framework proposal – the European Maritime and Fisheries Fund- is still under discussion (Codecision). The Commission has not yet made a proposal for a new DCF/DCMAP Framework Regulation and is consulting on that. Constraint: Not decided yet how much of the general provisions will be in CFP or in DCMAP.

6 DCF/DCMAP Process 2 COM has consulted MS National Correspondents, STECF experts, end users (incl. ICES), members of RCMs, JRC, ENV, Eurostat and NGOs. An ex-post evaluation has been done under external contract (available on MARE website). COM is preparing a draft Legal Act, in parallel with codecision process for CFP and EMFF and will seek an STECF opinion on this Act in June.

7 Outcome from consultations1 Port sampling: Maintain métier approach, but simplify. Include discards and by-catches (cetaceans,birds, turtles). Cover recreational fisheries better where necessary. Continue surveys at sea (acoustic, trawl, larvae, egg), but organise more efficiently by region. Fleet capacity, effort and landed value to be collected under the Control Regulation. Complement social and economic data on aquaculture and processing with gender, age, training, profitiability and subsidy information.

8 Outcome from consultations2 More control over data quality, storage and transmission needed. More harmonisation of social and economic parameters is needed. Regional cooperation to be reinforced. New Regional Coordination Groups to be established, including end-users and open to designing joint activities between MS on a regional basis. Introduce more flexibility for adjusting the programme

9 How it would work 1 Basic CFP Regulation will contain principles, broad data types and obligations of COM and MS. EMFF will define the financial envelope. COM will adopt DCMAP to implement these in a 7 year framework. There will be both elements which are fixed for the whole 7 years and also elements that can be varied annually.

10 How it would work2 The DCMAP would contain: Fixed (core) programme: catch, discards, by- catch, stock surveys, aquaculture, economic variables (often maintaining existing time-series). A variable programme: deadlines, procedures, responsibilities, variable parameters, precision levels, non-recurring elements which are updated when necessary. Quality-control and data availability provisions (compatibility with data protection laws needs still to be developed).

11 How it would work3 Member States: Include the national programme in the EMFF OP chapter on DC, including the administrative system and the eligible expenditure. Prepare an annual work plan covering the variable part of the programme (COM is looking into a simplified procedure for adopting this). Commission Will expand the RCMs to become Regional Coordination Groups (more continuity and enduser involvement) Can finance transnational collaboration through direct management

12 How it would work4 MS to comply with Ex-ante conditionalities: a demonstration of the capability to achieve sound financial and administrative management system in place for data collection. Capability of trans-national collaboration Preparation of DC Chapter of the Operational Programme by each MS: a description of data collection activities consistent with requirements of the DC MAP description of data storage methods, data management and data use Commission assesses consistency with Union policies, and compliance with DCMAP. Approval by implementing act. OP valid until 2020 Annual approval of the Annual Workplans (complementing the OP chapters) to be submitted by 31/5, approved 31/12 Contains the variable part of the DC requirements

14 Proposed shared financial support in EMFF 2 Financial management moves to shared management not direct management. Minimum funding levels are foreseen at €51m /year, compared with €49m/year for 2013 – but up from €22m/year in 2002. The co-funding rate rises from 50% to 65%. MS have the option to use more of their structural funds for data collection, above the €51m minimum level. Funding level based on MS needs and obligations
