9 What’s new? No more scrapping!
FISHERIES What’s new? No more scrapping! “Even if nominal fishing capacity is removed at a rate of 2% per year (continuous line in the graph), actual fishing capacity (dotted line) has not decreased in spite of an investment of €1.65 billion of EU funds in scrapping.”  The Report of the Court of Auditors on overcapacity: very negative assessment of scrapping to reduce overcapacity. 10 EMFF goals (1) Limiting impact on environment, reducing discards;
The Green Value for fisheries: Limiting impact on environment, reducing discards; Facilitating introduction of Transferable Fishing Concessions systems and management of conservation measures at regional level; Fostering eco-innovation; Promoting the participation of fishermen in management, restoration and monitoring of NATURA 2000 sites and other maritime protected areas (Art.38 reference to Marine Strategy Framework Directive); Encouraging protection of biodiversity and cleaning the sea (litter at sea); Promoting more selective gears or fishing techniques.

EMFF goals (2) The Social Value for fisheries: Viable communities dependent on fishing; Focus on small scale fishing (higher aid intensity, from 40 to 50%) Health and safety conditions on board; Growth and jobs through: lifelong learning, new skills, business start-ups with emphasis on emerging maritime sectors; Social dialogue. 12 EMFF goals (3) The Economic Value for fisheries:
Innovation in ideas, products, services, fishing techniques, or resources management, local innovation in fisheries areas, advisory services for small enterprises; Partnership between scientists and fishermen; Adding value to fishery products, in particular through marketing, promotion and quality measures; Modernisation of fishing vessels linked to safety and health on board, eco-innovation and energy efficiency; Additional sources of income.

FISHERIES What is new for Aquaculture (1)? Growth and jobs :  Encouraging new aquaculture farmers; Investing in human capital: support to management, advisory and relief services and life-long learning. Innovation is all around:  Off-shore and non-food aquaculture; New sources of income through multifunctional aquaculture; Adding value to products through ‘in-house’ processing, marketing and direct sale. 14 What is new for Aquaculture (2)?
The Sustainable side of Aquaculture : Increasing the potential of aquaculture sites through spatial, infrastructure, and environmental planning for aquaculture areas; Promotion of aquaculture with high level of environmental protection, including energy efficiency, in addition to current environmental measures. Human and animal health concerns: Development of best practices or codes of conducts on bio-security or on animal welfare; Exploring aquaculture use of veterinary medicines; Supporting stock insurance contracts.  Bottom-up approach for: Growth and jobs, social cohesion; Local Innovation; Environment as an development asset; local conservation schemes.  More support for the development of local strategies, networking, animations. 16 Data collection measures
Special rules: Annual work programmes complementing the multiannual programming and allowing a regular interaction between COM and MS; Ring-fencing of the resources allocated; Specific sections in the Operational Programmes. Advantages: one negotiation and more leverage to comply with data collection obligations.

17 Market measures Better products:
Adding value through marketing and processing measures; Measures specifically designed for Producers Organisations: Production and marketing plans; Storage aid for Producer Organizations;  Bringing outermost regions closer: Specific compensation for additional costs in outermost regions for fishery and aquaculture products.

18 FISHERIES IMP pillar development and implementation of integrated governance of maritime and coastal affairs at local, regional, national, sea basin, EU and international level; development of cross-sectoral initiatives as integrated maritime surveillance (CISE: Common Information Sharing Environment), maritime spatial planning and the development of a marine knowledge base; sustainable economic growth, employment, innovation and new technologies within emerging and prospective maritime sectors in coastal regions, in complementarity with established sectoral and national activities;  promoting the protection of the marine environment, in particular its biodiversity and marine protected areas such as Natura 2000 sites, and the sustainable use of marine and coastal resources; E u r o p e a n C m i s M t A f d F h Slide 18

19 Conditionality FISHERIES  Ex-ante and ex-post conditions
Ex-ante: fulfilment of general pre-conditions, like administrative capacity. Ex post: performance reserve based on the achievement of milestones related to Europe 2020 objectives. Specific conditionality: Compliance of MS and operators with the rules of CFP (denial and withdrawal of aid); Aquaculture Multiannual national strategic plans on the basis of Union strategic guidelines. This results in: Efficient means for the COM to ensure the compliance with CFP rules; Increase the coherence of the whole policy. E u r o p e a n C m i s M t A f d F h Slide 19
