PNEF has the following objectives: GENERAL: To promote and to institutionalize fiscal education for the complete exercise of citizenship. SPECIFICS: - Making the citizens aware of public administration. - Motivating the interest of society to account for public resources. - Harmonising relationship between the State and citizens. - Making citizens aware of the socioeconomic role of taxation. II – PROGRAMME OBJECTIVES

Module I - Primary Schools Module II - Secondary Schools Module III – Civil Servants at Federal, State and Municipal spheres Module IV - Universities Module V - Society in general III – CONTENTS

VII – RESULTS ACHIEVED The data presented below refers to the implementation of state projects in Module I - First grade and Module II - Second grade.

LESSONS LEARNT CONCLUSIONS 1-Modernization and capacity building requires development of local human resources. 2-People and Institutions are permanent channels to generate and transmit knowledge. 3-There is an intergovernmental dimension in knowledge management that should be considered. 4-The national spaces of integration have a relevant role in the production and transmission of knowledge. 5-Translating knowledge produced inside the organizations into educational instruments

LESSONS LEARNT CONCLUSIONS 1-Modernization and capacity building requires development of local human resources. 2-People and Institutions are permanent channels to generate and transmit knowledge. 3-There is an intergovernmental dimension in knowledge management that should be considered. 4-The national spaces of integration have a relevant role in the production and transmission of knowledge. 5-Translating knowledge produced inside the organizations into educational instruments

LESSONS LEARNT CONCLUSIONS 6-The learning should transcend the classroom, allowing it to take place within the workplace. 7-The rule is: learning how to learn and learning by doing. 8-Participative construction strengthens the institutional ownership of the knowledge. 9-The lack of knowledge favours distrust and citizen withdrawal.

LESSONS LEARNT CONCLUSIONS 10-The dialogue with society and the exercise of social control requires a process of bilateral training (example: participatory budgeting) 11- Opening the organizational channels and qualifying the individual and collective actors. 12-Creating knowledge networks at the sub-national levels, articulated and coordinated amongst themselves..
