Presentation Objectives Measure being updated as the ENERGY STAR specification were updated more than a year ago; Federal standards remain unchanged Change measure category to Small Saver – As per the Guidelines, “The RTF may determine that the likely savings from a measure are too small to warrant the resources needed to meet the quality standards defined for Provisional or Proven measures. Such measures are categorized as Small Saver” Approve proposed measure analysis 2

What is this measure? ENERGY STAR has maximum energy consumption requirements for commercial self contained refrigerators and freezers based on:requirements Orientation – Horizontal – Vertical Door type – Solid – Transparent Size – 0-15 cu. ft. – cu. ft. – cu. ft. – >50 cu. ft. Measure being updated as ENERGY STAR standards have been updated since last measure update, Federal standards unchanged 4

Proposed Measure Category: Small Saver Remaining Savings Potential, Refrigerators = 1.5 aMW; Freezers = 1.2 aMW New Federal Standard applies starting March 27 th 2017, measure will sunset then – Upcoming Federal Standard is at the current ENERGY STAR specification – Expected shipment to the PNW pre 2017 federal standard is 20,000 refrigerators and 9,000 freezers Data available and applied to calculate energy savings and incremental cost may not be worthy of Proven – Explanation to follow… CAT proposal: update measure category to Small Saver for both measures 8

CAT proposes to use the recent DOE TSD (2014) analysis to estimate energy savings and incremental cost – RTF has considered the mix of appliances in the California Energy Commission’s California Appliance Database (CEC db) to be representative of the Northwest market; the CEC db is used in the current measure workbook as well – Considered using CEC appliance database, but the data were difficult to interpret The TSD considers performance and cost of different classes of refrigerators and freezers for up to 7 typical efficiency levels – TSD published energy consumption numbers are based on DOE appliance testing. – Incremental cost based on a component tear down analysis – Moreover, the TSD also estimates future market share of equipment by efficiency level – Issue: the TSD contains analysis of one size per equipment, but the ENERGY STAR standard has different requirements per volume class for vertical refrigeration equipment 9 Savings Estimation Methodology: Data

Savings Estimation Methodology For each TSD tested equipment class (e.g. solid door vertical refrigerators (VCS.SC.M)) of a given volume, the max. allowable Federal and ENERGY STAR consumption were calculated For the same equipment class, a current practice (using TSD est. market share) and an average ENERGY STAR annual consumption calculated Ratio of current practice energy consumption to max allowable Federal Standard energy consumption developed (R CP ) for each equipment class Ratio of average ENERGY STAR energy consumption to ENERGY STAR standard max allowable energy consumption developed (R ES ) for each equipment class 10

Savings Estimation Methodology For each ENERGY STAR equipment and size category ((VCS.SC.M 0-15 cu. ft.), a max. allowable annual Federal and ENERGY STAR consumption calculated – The CEC db was used to determine average size (cu. ft.) per ENERGY STAR equipment and size category Current practice energy consumption per size category: – (Max. Fed. Consumption) * (R CP for that equipment) Average ENERGY STAR consumption per size category: – ( Max. ESTAR Consumption) * (R ES for that equipment) Annual energy savings per equipment and size category is the difference between that category’s calculated current practice and ENERGY STAR annual consumption 11

New Data Source’s Effects on Baseline Existing workbook develops baseline energy consumption estimates from California Energy Commission’s Appliance Database (CEC db). – For some measures, the RTF has considered the mix of appliances CEC db to be representative of the Pacific Northwest market – At time of existing measure development, CEC db showed very high penetration of ENERGY STAR refrigerators and freezers. Calculated baseline was at or above the ENERGY STAR 2.0 level in most cases The proposed measure update uses the DOE TSD estimated market penetration for This estimate implies a less efficient baseline 12

Incremental Cost Methodology TSD spreadsheet includes an equipment tear-down cost analysis for each equipment efficiency level Incremental cost for ENERGY STAR qualifying equipment calculated using TSD estimated cost and market share data.
