1 TRANSFORMATION PROGRAMME TO DEVELOP CLUBS IN RURAL AND FARM COMMUNITIES RURAL ATHLETICS CLUB – MISSION It is the mission of Boland Athletics is to use the Rural Athletics Club as a platform from where the quality of life, skills levels, job opportunities and tourism in the rural communities will be improved through organized mass participation, and in doing so, uncover and develop the talent which might have been overlooked or ignored in the past. PREREQUISITE FOR A PARTNERSHIP TO ACHIEVE SUCCESS Share Sport Vision of National Government / Federations Categorize Sport Codes according to priorities Categorize sport facilities according to community representation Apply resources according to sport categories Partners must have same objectives Co-operation between Partners

3 THE RURAL ATHLETICS CLUB SERVE THE COMMUNITY As registered member of Boland Athletics,the Rural Athletics Club will operate within the borders of the most rural Local Governments of the Western Cape. 4 The Rural Athletics Club and its partners provide a service to the Community Boland Athletics provide expertise Rural Athletics Club Government provides Infra- structural support and financial support District / Local Government support via Tourism and Community Services Departments The Rural Athletics Club is in partnership with Western Cape Government, District Municipality, Local Government, Boland Athletics and Local Business Local Business provides financial support

5 2.The Rural AC will raise and increase the skills level, community involvement and tourism of the RDC in line with the Boland Athletics Business Plan 3 STAGES OF IMPLEMENTATION 3.The Rural AC will create mass participation opportunities in line with the Boland Athletics Business Plan THE STRATEGY OF THE RURAL ATHLETICS CLUB 1.Create a Rural AC as service provider to the targeted community in collaboration with the Provincial, District and local Governments, their respective Sport Forums, Community Services, Tourism Boards and local businesses.

6 SUMMARY OF PARTNERSHIPS / CONTRIBUTIONS BOLAND ATHLETICS AND ITS CLUBS WILL: 1.Host high profile provincial and national events in the District 2.Organize and finance projects that will develop the skills of the local community such as Coaching, Administrators and Technical Officials 3.Prepare athletes to become role models in their community 4.Give preference to local service providers during projects in the District 5.Ensure a constant influx of people into the District that will support the local business sector 6.Commit partners such as Government, Nat. Lottery Board and sponsors to invest in the District 7.Create job opportunities for the local community DISTRICT MUNICIPALITY WILL: 1.Finance Inter-B-Municipality Events 2.Transport District Municipality Team to Provincial Champs LOCAL MUNICIPALITY WILL: 1.Provide office and storing space to Boland Athletics Club in Local Municipality borders 2.Maintain and secure athletics infra-structure 3.Upgrade and equip 1 x athletics facility to a C-Grade Stadium
