2 SCHOOL SPORT POLICY DEVELOPMENT ROAD MAP The Departments of Basic Education and Sport and Recreation South Africa signed the collaboration framework for the coordination and management of school sport The respective provincial departments also entered into similar frameworks regarding the management and coordination of school sport.

3 Both departments initiated a process of writing a school sport policy aimed at providing a sustained strategic direction in the governance and management of school sport in South Africa. The draft policy document circulated has been consulted with the school governing bodies; teacher unions, school sport codes; SASCOC and sport federations SCHOOL SPORT POLICY DEVELOPMENT ROAD MAP

4 Department of Education is responsible for Physical Education Extra-mural School Sport activities Inter-school leagues- school up to district level Sport & Recreation South Africa is responsible for Entry level into sport and recreation Competitive sport in schools from provincial to international level BACKGROUND CONT.

5 Slow Demise Of School Sport: No predictability in the system Some schools do not offer School Sport Educator commitment Allocating time for PE and School Sport Learners are expected to pay to compete in some competitive programme events WHAT IS THE MISCHIEF ?

6 Lack of facilities at schools and/or in the community Lack of equipment in schools – especially in disadvantaged areas Lack of system for talent identification, retention and support Schools and clubs function independently so there is no continuity

7 Mission of the policy To ensure that school sport is organize an inclusive and integrated school sport programme for all learners, irrespective of ability and to promote healthy life- practices, mutual respect and career opportunities To mobilize communities to strengthen the culture of learning and teaching in schools through their direct involvement in school sport activities To promote competitive, mass based recreational and extramural school sport activities 7

8 School sport objective To use school sport to develop functional and vibrant institutions of learning and centres of community life. To ensure and increase access to facilities and school sport programmes. 8

9 OBJECTIVES To build and sustain the development of: all learners to participate in school sport programmes educators, coaches, and community volunteers to deliver quality school sport programmes schools to offer school sport programmes infrastructure for school sport activities identified talented learners

10 POLICY TO RESOLVE Governance, management and coordination - clarity of roles between stakeholders Funding Role of Federations/SASCOC in school sport SSMPP location

11 Political Mandate The respective Deputy Ministers met and directed as follows: – a joint MINMEC need to be convened to ensure collaboration on school sport at all levels; – School sport policy need to be finalised as a matter of urgency; – NACOC to be co-chaired by the Directors-General; and – Explore a possibility of establishing a school sport trust to mobilise resources for sustaining school sport programmes The draft school sport policy document was presented at CEM in April 2010 for noting and will be tabled at HEDCOM on 10 May 2010 for consideration and approval 11

13 Plans Ensure predictability and restore confidence Send circular to school reaffirming need for all schools to offer school sport approved and funded comprehensive school Sport calendar to be sent to schools by end October Initiate and/or sustain implementation of PE in all schools First ensure implementation across the system and then review time allocation in 2 years’ time

15 CURRICULUM ORIENTATED PHYSICAL EDUCATION From September 2009 the Department of Basic Education, in partnership with the provinces is rolling out a national Physical Education plan. Learning and Teaching Support Material were developed and distributed to all provinces 5 day training workshops were held successfully in the Eastern Cape, North West, Free State and Limpopo to date
