Law Enforcement National Data Exchange An Overview of the N-DEx Program Document Date: May 2,2006

N-DEx Vision N-DEx N-DEx creates a single point of integration and discovery of criminal justice information from Law Enforcement Agencies and other criminal justice systems across the U.S. National Information Sharing Links regional and state systems Virtual regional information sharing

N-DEx Mission N-DEx will provide law enforcement agencies with a powerful new investigative tool to search, link, analyze and share criminal justice information such as, incident/case reports, incarceration data, and parole/probation data on a national basis to a degree never before possible.

N-DEx Governance GUIDING PRINCIPLE: N-DEx governance and policies must be developed and managed cooperatively with the law enforcement community; they cannot be mandated by the federal government. N-DEx will be an information system administered by the FBI’s CJIS Division who will employ a Shared Management Philosophy for development and operation of N-DEx through collaboration with: CJIS Advisory Policy Board (APB) APB Information Sharing (INSH) Subcommittee APB Working Group INSH Task Force Subject Matter Experts (SME)

CJIS Information Sharing

Concept of Operations

N-DEx Services

N-DEx Capabilities

Through Role Based Access, N-DEx users could be categorized into a role that will control the access that a user has to N-DEx and also control the ability to receive system output. Possible Roles:  Executives / Managers / Planners / CIOs  Investigators / Analysts  Technical  Patrol Each role has specific law enforcement responsibilities which will require access to the N-DEx system and the ability to perform certain functions using N-DEx system tools. N-DEx Role Based Access

LEVEL 1 - SHARED All information contained within this level is shared. LEVEL 2 – CONDITIONALLY SHARED The system functions using strict role-based access protocols to control dissemination of information in this level. LEVEL 3 – NOT SHARED This level is reserved for the most restricted investigations and investigative information. N-DEx Data Sensitivity Levels The entering agency categorizes data submitted to the System into levels of sensitivity upon which the dissemination of the information/data is controlled. APB Approved Sensitivity Levels: This capability will allow agencies to submit information for sharing but control the dissemination of sensitive information to protect investigative equities.
