Global context : UNFCCC, GEF  Strengthen the capacity of participating countries to improve the quality of their national inventories in the context of their commitments as parties to the United Nations Framework Convention on Climate Change odecisions 10/CP.2, 11/CP.2, 2/CP.4, 10/CP.4, 10/CP.5 oFCCC/CP/2001/L.2 and L.4, articles 4.1(a)(b) and 12.1(a) of the Convention  Improvement of EFs and data o non-Annex I parties are “encouraged to formulate cost-effective national and, where appropriate, regional programmes aimed at the improvement of local emission factors and appropriate data gathering.” Decision 10/CP.2
