Working group discussion ESTONIA

Issues for discussion Biggest learning and most interesting from yesterday What are the most important topics/issues to cooperate on and with whom? The biggest gaps/problems you see with regard to management of HS in the country? (easily to be solved/ fundamental) Are there different options for solutions? Which to choose? What are the next steps/ options for solutions?

Learnings Suprising: – sector based in EU. Holistic approach does not work in practice. Interests and learnings: – Learnings about permitting system for REACH people and vice verca, – Well demonstrated ideas about interlinkages between REACH, IPPC, WFD – Information about permitting system in Germany (practical examples!)

Important topics/issues to cooperate on and with whom? Quality of permits Awareness Information exchange Access to databases of different institutions Environmental Quality Standards is not only subject of WFD and IPPC, but also REACH has very important role Cooperation between enterprises, different institutions Improve exchange of monitoring information

Biggest gaps/problems you see with regard to management of HS in the country? (easily to be solved/ fundamental) The requirements vs possibilities in reality (REACH, IPPC, WFD) – Human resources – Money – Time – Competence (gaps in institutional set-up) – Political will to take actions Cooperation : could/has to be improved Awareness raising, changes in behaviour, taking/sharing responsibilities Setting priorities in all issues above Could be dealt with and improved REACH IPPC WFD Env QS

Are there different options for solutions? Which to choose? What are the next steps Unified chemical strategy – Improved chemical management legislation – etc. Step-by-step setting up the networking Common database for sharing information – e.g. mapping industries and other actors in the supply chain, chemicals inventory Awareness raising of different stakeholders (BaltActHaz project – good example) SYNERGY

Thank You! Greetings from EST Group
