2 2 Action Plan  describes the activities to be carried out and the related implementation strategies for responding to a priority or delivering a programme  Consider country “context”- cultural, political, and administrative systems  Objectives  define and put in place the necessary tools for implementing the national decisions on reduction of mercury use and release from products  to facilitate the mobilisation of resources from national, regional, sub-regional and/or international sources for the implementation of a chemicals management plan focused on mercury reduction  enable a team to focus on priorities by developing a common goal, objectives, activities, performance and evaluation indicators

3 3 Strategy, Action Plan, Measures Program “strategies”, “action plans”, “measures”  “Strategy” is an overall approach  “Action plan” is more detailed steps, activities, etc  “measure” is a particular approach  All are part of a National Mercury Plan

4 4 Reducing Mercury Use and Release in Products May include…  Inventory and reporting  Public information, awareness and education  Policy development and legislation  Technological/engineering improvement  Institutional arrangements and monitoring  Waste management (storage and disposal)

5 5 Proposed Steps for Developing an Action Plan 1.Establish context and analysis of issue- situation, gap and stakeholder analysis 2.Formulate objectives 3.Identify relevant management options (legal, operational, voluntary) 4.Establish criteria for evaluation and prioritisation (e.g. efficiency, affordability, practicability) 5.Evaluate and select management options to be applied 6.Develop the Action plan implementation strategy (proposed activities; outputs; responsibilities: performance indicators; resource needs) 7.Proposed next steps and follow up

6 6 1.Context and Analysis of Issue  Establish current situation and state of knowledge in the country with regard to mercury in products  Describe other relevant national, regional, sub-regional and international commitments, e.g. Rotterdam Convention; Basel Convention; International Code of Conduct; Stockholm Convention, SAICM  Identify stakeholders within and outside Governments  Conduct a gap analysis

7 7 Situation Analysis  Responds to:  What is the present mercury in products situation in the country?  What mercury/chemicals initiatives exist?  Where do the challenges lie and what opportunities exist?  Allows for a consideration of priorities.  Includes stakeholder analysis

8 8 Gap Analysis  Identifies what is missing with respect to:  Legislation and regulatory measures  Operational measures such as Enforcement  Institutional measures Analytical capacity Material and human resources

9 9 2.Setting the Objectives  Based on the established situation, define the necessary outcomes for your action plan; SMART objectives  S- specific  M- measurable  A- agreed  R- realistic  T- time-dependent and  Identify the tools – institutional, legal/regulatory and operational – needed for implementing the country decision to reduce mercury use and release from products

10 10 3.Possible Management Options  Legal and administrative measures, e.g.: - bans; - trade regulations; - distribution and use restrictions  Operational measures, e.g. - surveillance & monitoring programmes; - conduct of inventory - technological requirements; - information handling and distribution; - training & education; - research & development; - law enforcement and control measures  Voluntary measures by industry sector(s) e.g. eco- labelling, substitution and replacement, product stewardship

11 11 4.Criteria for Evaluation and Prioritisation  For the selection and prioritisation of management options - define criteria for evaluation and priority setting on the basis of specific national needs, circumstances and resources (e.g. socio-economic considerations; available infrastructures; affordability)

12 12 5.Evaluation and Selection of Suitable Management Options  evaluate the different options and based on the set criteria select the options that are to be adopted and developed into an action plan implementation strategy for the country.

13 13 6.Action Plan Implementation Strategy – the foundation for the work The strategy to be selected will with adequate criteria be adapted to the needs and national circumstances. It should inter alia address:  Assignment of responsibilities  Definition of activities and outputs  Development of work plan to include budget  Formulation of implementation performance indicators  Determination of resource needs
