2 Draft CES Rec. (1) Concept of “Place of permanent residence” is clarified – as a geographical place where a person normally spends the daily rest; considered for a period of time including the time of the census Enumerated population categories – resident population. Countries due to their needs account other categories, like present population. Problems with accounting of certain population groups:  Second and third level students;  Rotation workers;  Persons in compulsory military service - ? (ex p.162 f).

Main criteria – size of population Recommended for international comparisons:  Urban areas – population more than 2000;  Rural areas– population less than Some countries will wish to use other criteria for inclusion in urban areas. Suggestions for CES Recommendations (p.38) «Countries can use other criteria to define urban and rural areas»
