2. UN principles and recommendations for the 2020 round of population and housing censuses
The UN principles and recommendations provide the list of census topics: core topics, core topics, derived and additional topics (table 3 of the Principles and recommendations). The main topics of the census are included in the program of the forthcoming population and housing census of the Kyrgyz Republic. The pilot population census will be conducted on 25 March, 2019, the main census on 23 March, 2020.

3. Programme of the pilot census
The national census includes 5 Questionnaires:
Form 1 " Census form - list of residents»
Form 2 "Census form - Population»
Form 3 "Census form - Housing»
Form 4 "Census form – Long-term absent (1 year or more) within the territory of the Kyrgyz Republic»
Form 5 "Census form-Temporary residents (staying) within the territory of the Kyrgyz Republic, located at the collective accommodation»
Questionnaires 1, 2 and 3 were used for the censuses in 1999 and in 2009 Questionnaires 4 and 5 are new.

4. Main features of the census programme
Strict compliance with the over a 12-month period of residency/absence criteria
Information on long-term (1 year or more) absent is separated from the normally living population.

New questions on migration
In addition, the classification of the continuity of residence in settlements has been changed
(in particular, the military service of men on conscription into the national army).
To the first point – it should be pointed that during last census 2010 – 100, 000 people were enumerated , who were absent in country 1 year or more, but planned to return
Now info about them will be in the 4th form , and will enumerate separately without including to the total population
This is important for the program of employment of the KR
We included SDGs indicators which difficult to collect within the official current statistics
And last, According to Recommendations on migration at the CIS Statistical Committee seminar (Minsk, June 2018).
 Included new questions on migration for the first time we have made changes to the classification of the continuity of residence.
So, citizens at the military service even in the past now will be enumerate as people discontinue the continuity of their residence in particulary human settlements

6. One of the main features of the census: Migration

The Council of the Heads of state of CIS was held in Bishkek, 2016
The main goal is to provide a full and accurate account on population in a condition of a high level migration among CIS countries (language)
According to the Cis statistical committee total population is overestimated by 5 mln

Key points
The national census programme includes questions that meet international requirements, which will provide an opportunity for cross-country comparison
The main part of the census results will allow to analyze the changes in the characteristics of the population and the results of previous censuses.
The census will provide data on selected missing indicators of the SDGs and migration.
