QRS Basics KAMU owns and maintains the QRS database. KDHE community-based primary care grantees are required to submit data into QRS. KDHE reviews data to determine future PCC funding. QRS contains data from 2004 to the present. QRS data collection mirrors the federal Uniform Data System (UDS). 3

Usernames & Passwords KAMU maintains usernames, but does NOT have access to passwords. Contacts & Registered Users should be reviewed annually, as well as any time there is a change in staff. Contact when a registered user is no employed. Username = first initial & last name in lowercase. New user password = password, then create a new password & establish a security question. 5

QRS Tabs QRS is organized by tabs. The QRS User Manual can be accessed from each of these sections (will be available January 1). 6

Home Tab 7

Home Tab – Notices January 8 is the deadline for Preliminary Data – total unduplicated patient & visit counts. This data is used for legislative advocacy. March 15 is the deadline for data entry, and the data will be LOCKED on April 15. 8

Home Tab – Resources The Resources section contains the following tools: QRS User Manual (will be available January 1). Measure Definitions, including both Clinical and Financial Worksheets (will be available by January 1) 9

Clinic Tab Notice the new FQHC date field. If it is not accurate, 10

Clinic Tab Satellite Clinics need to be added this year; however, data will still be reported in aggregate form. These clinics also need to be reviewed annually and updated. Contacts & Registered Users should be reviewed annually, as well as any time there is a change in staff. 11

Patients Tab Every patient must be entered once, and the total unduplicated patients and visit counts will appear in the Preliminary Data category. Reminder: Preliminary Data is due January 8. Reminder: Find the QRS User Manual in every tabbed section. 12

Patients Tab – by Income Income may change, so use most recent income assessment AND Federal Poverty Guidelines – 100 percent and below Federal level. Find guidelines at poverty/15poverty.cfm 13

Patients Tab – by Income To accurately apply the sliding fee discount scale, the majority of your patients SHOULD NOT be listed in the Unknown category. 14

Patients Tab – by Income Save Data = Edit later Lock Data = Entry complete. Once data is locked, the QRS Administrator will need to assist with edits. Both Income AND Payor Type data must be entered – and totals must match – before either section can be locked. 15

Patients Tab – by Payor Type A patient’s Payor Type may change throughout the year, so review and update it at EACH visit. Hover over each Payor Type to see brief definitions. Full definitions are available in the Glossary in the QRS User Manual. Remember: Both Income AND Payor Type must be entered and matched before either section can be locked. 16

Patients Tab – Special & Vulnerable Populations Special & Vulnerable Populations are two new categories in the Patients tab. Hover over each category to see a brief definition, and refer to the Glossary in the QRS User Manual for expanded definitions. 17

Staffing & Utilization Includes staff (both paid and volunteer), clinic visits, and clinic patient information by service category. Some of the data reported here is considered proprietary. Reminder: Preliminary Visit Data is due January 8. 18

Staffing & Utilization Don’t forget to enter the total number of patients seen for each screen in the Staffing & Utilization section. Hover over each category to see a brief definition, and refer to the Glossary in the QRS User Manual for an expanded definition. 19

Staffing & Utilization – Medical Services Hover over each medical staffing title to see a brief definition, and refer to the Glossary in the QRS User Manual for an expanded definition. % columns and Clinic Total Visits columns self-populate based on the data entered. 20

Staffing & Utilization Don’t forget to enter the total number of patients seen for each screen in the Staffing & Utilization section. By definition, some staff are unable to conduct “Visits.” Refer to the Glossary in the QRS User Manual for full details. 21

Staffing & Utilization – Behavioral Health Services Behavioral Health includes both Mental Health and Substance Abuse data. Don’t forget to enter total patients for both Mental Health and Substance Abuse. 22

Staffing & Utilization – Other Professional Personnel Enter all Other Professional Personnel. Hover to see a brief definition, and refer to the Glossary in the QRS User Manual for an expanded definition. 23

Staffing & Utilization – Enabling If you report Enabling Staff, then you must also report the number of Enabling Patients. Hover over each profession to see a brief definition, and refer to the Glossary in the QRS User Manual for an expanded definition. 24

Measures Tab The Measures Tab includes both Clinical and Financial Measures. This section also includes the QRS Measure Definitions resource. 25

Measures – Clinical – Dental Services provided by persons other than a dentist or dental hygienist may NOT be reported here. Report patients who have had at least one visit for each of the services rendered. A patient is counted once, regardless of the number of visits made for that specific visit type. Additional HCPC Code 99188, as allowed by Kansas Medicaid on or after Jan. 1,

Measures – Financial Hover over each Measure category to see a brief definition. Refer to QRS Measure Definitions resource for expanded definitions. The Patient/Visit Counts will self-populate based on data entered in other sections. 28
