The URBEM Framework

The URBEM Framework for Assessing and Managing River Rehabilitation The framework includes –Generic approach for assessing and managing river rehabilitation, encompassing the tool for assessing the potential for rehabilitation of an urban watercourse –Support guidance Information that is available to inform the decisions taken in the generic approach –Decision guidance Tools and assessment procedures that elicit a decision The framework links to all the other outputs of the URBEM project and can be expanded to include non- URBEM tools, methods and information

The results from using the tools can then be used to inform the decision making process.

1a Formulating river rehabilitation goals Set high level goals and more specific objectives Example Goal: To improve the aesthetics of the river Objectives: Increase the natural components of the river, increase the accessibility of the river The goals should be complete so that they include all aspects that might affect the final decision

1b Defining method of assessment This stage determines how you will measure the objectives and how you will evaluate different options for achieving the objectives The assessment will involve using a multi-criteria decision making method so that options are assessed in terms of how they fulfill the criteria set for achieving the objectives The tool is flexible so the decision maker can select the most appropriate approach for their situation Some MCDM methods require the selection of weights for criteria which takes into account the relative importance the decision maker attaches to the criteria. Guidance is given on how to weight criteria.

2a Development of options Develop options for rehabilitation projects, using the supporting information modules where appropriate Assessing the consequences of options may be based on detailed studies or on past experience Each option should be assessed in terms of the selected criteria. Scores should be checked for consistency between options.

3 Implement, monitor and review This stage involves the construction and realisation of outcomes of the rehabilitation project. It is important to appraise the success of the project during and after implementation so that a strategy can be developed if the project is not achieving its objectives.
