3 BACKGROUND TO SFRA Water Use ito section 21(d) of NWA Picture hasn’t change much hence the charter Contributes to effective and speedy implementation of the Charter ha/a which translate into ha/a over 10 years Objective – improve on delivery

4 Stream Flow Reduction Authorisations General Authorisation Individual, communal/tribal/trust Licences  Strategic environmental Assessment (SEA)  Small grower’s maps

5 SEA & Growers Maps KZN SEA  Usutu to Mhlatuze WMA  Mhlatuze ( more detailed SMALL GROWER’S MAPS  completed for communal/tribal land: Mhlatuze,Mkomazi & Mzimkulu  Workshopped – FSA, communities & Forestry branch  Project underway to develop maps for entire province by end of financial  Maps will be made available to prospective developers  Joint ventures (communities) in terms of Forestry Sector BBBEE Charter

6 SEA & Growers Maps Eastern Cape SEA  Water Availability Studies per quaternary catchments for SEA (March 2008)  Low confidence reserve determination ( for completion 2007) GROWERS MAPS  Will be made available & work shopped wit prospective growers

7 General Authorisations Development of GA for large scale expansion requires:  High level information on water availability  High level Reserve Determinations The information is forthcoming (end F/Y) DWAF position on GA for SFRA to be determined ( soon to be finalised)

8 Streamlining of Water Use Authorisation Process Objectives To simplify the application process of water use licensing To shorten turnaround time of application

10 Electronic Tracking System Tracks the business process Identifies the bottlenecks within the authorisation process Provision for Cooperative Authorisation Location of applications within the process Management reports Piloted in Limpopo and Gauteng Regional offices
