3.1 High level reflection on the performance of the Branch High level reflection of Branch performance Outputs 07/08 Support municipalities to adopt realistic and credible LED Plans in accordance with National LED Framework Achievements/Progress Direct deployment of LED specialist in a third of all DMs Economic profiles developed to guide the LED planning process Capacity Building instigated in Eastern Cape, KZN and Limpopo Provinces Long term needs of LED planners and strategist addressed in joint action with LGSETA Collaboration with dti planned to provide direct support to a further third of all District Municipalities dplg ~20 February

4.1 Issues raised in 2007 Issues raised by the Committee Issue Investigate the ability and capacity of the Premiers offices in promoting IGR and co-ordinating cross-cutting issues Feedback Assessment of capacity in the Premiers offices and Provincial Departments of Local Government completed and Improvement Framework developed Assessment findings and improvement framework presented and approved by the PCC and LG MinMec in 2007 Implementation of the Framework incorporated into the G&A programme focusing on improving capacity of the state dplg ~20 February

Produce a white paper on the system of provincial and local government by January 2009; Implement Inter-governmental Relations Framework Act in 4 provinces and 23 district municipalities by March 09; Implement three support interventions on organic law on decentralisation in DRC by March 2009; Implement a government wide national programme of support targeting the institutions of traditional leadership and Khoi-San communities in order to strengthen their role in service delivery and development by the end of the financial year 08/09; and Increase the number of municipalities with credible integrated development plans (IDPs), local economic development (LED) strategies and targeted projects from 224 (79% of all municipalities) to 283 (all municipalities) Strategic Priorities for 2008/09 dplg ~20 February
